MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />AUGUST 3, 1987 <br />• <br />The regular meeting of the Planning Commission was called to order at 7:30 P.M. <br />by Chairman Black. <br />Black, Boche, Daykin, Mead, Finegan, Grinner, Nestingen, Northrop, and Duncan. PRESENT <br />Also present was Council Liaison Wallin. <br />None. ABSENT <br />Mead moved, seconded by Grittner, to approve the July 6, 1987 Minutes as presented. <br />Motion carried unanimously. 7~6~87 <br />MINTES <br />Dean Schwalm, 1725 Asbury, presented his variance request to construct a nine APPROVED <br />foot fence along the west property line and extend the rear of the garage. Mr. <br />Schwalm indicated the need for a privacy fence to alleviate the Snelling Avenue <br />noise and bothersome light reflected onto his property. His 105' lot is DEAN <br />presently screened with a hedge and a fence, which is in need of repair. He SCHWALM, <br />proposed installation of a solid cedar fence. Letters were presented from his 1725 <br />neighbors indicating no objections. ASBURY. <br />Mead indicated that a fence of this nature would increase the sound from Snelling <br />Avenue for his neighbor at 1730 North Snelling and voiced his objection to the <br />proposal. Duncan objected to the height to ~~hich Northrop agreed that the height <br />was excessive. Black was concerned about the affect to the property and that <br />it may be determintal to the Snelling Avenue residents. Wallin voiced concern <br />• about whether a fence of this height could withstand the forces of wind. <br />After further discussion, Grittner moved, seconded by Daykin, to approve the <br />variance request for the construction of the garage addition but that it be <br />limited to three feet from the west property line with the new construction <br />following the current garage wall on the north. Upon a vote being taken, the <br />following voted in favor thereof: Boche, Daykin, 1`4ead, Finegan, Black, Grittner <br />and Nestingen,-and the following voted against the same: Duncan and Porthrop. <br />Motion carried. <br />Finegan then moved, seconded by Nestingen, to deny the portion of the variance <br />dealing with the height of such fence and if such a fence is installed, it should <br />follow the allowed six foot height as provided for in the Municipal Code. Motion <br />carried unanimously. <br />Denneth Dvergsten, 1717 Holton, requested a permitted accessory use to construct <br />a 9 x 10 utility shed located five feet from both property lines. The shed will <br />be shielded by his: own and neighbor's shrubbery. He presented letters from <br />his neighbors voicing no objection. <br />Boche moved, seconded by Finegan, to approve the permitted accessory use. Motion <br />carried unanimously. <br />Planning Commission members were given copies of the revised job description. <br />• Finegan moved, seconded by Mead, to adjourn the meeting at 8:20 P.M.
