• <br />• <br />• <br />MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />AUGUST 7, 1989 <br />Chairman Black called the meeting to order at 7:58 P.M. <br />Present: Commissioners <br />Black, Boche, Nestingen, Daykin, Finegan. Also present were Council <br />Liaison Wallin and City Planner, Susan Hoyt Taff, Carol Carlson. <br />Absent: Commissioners <br />Barry, Carroll, Duncan, Grittner. <br />Commissioner Daykin moved, seconded by Commissioner Nestingen, to <br />approve the July 10, 1989 Minutes as amended adding Section 2(b) to <br />Line 3 of the Last paragraph on page 2. Motion carried unanimously. <br />PRESENT <br />ABSENT <br />7/10/89 MINUTES <br />APPROVED AS <br />AMENDED <br />Mr. Dennis Hunt withdrew his application for a Conditional Use Permit CONTINUATION <br />for a parking lot in a R-1 zone at 1546 Crawford Avenue so the continua- OF PUBLIC <br />tion of a Public Hearing from July 10, 1989, was closed by Chairman HEARING CLOSED <br />Black. <br />Chairman Black then opened a Public Hearing at 8:02 P.M. on an <br />amendment to a Conditional Use Permit at 1544 Larpenteur Avenue <br />(JJ's Pool & Arcade). The proprietors of JJ's requested amendments <br />that (1) allow them to employ one person rather than two persons after <br />7:00 P.M., if business warrants it (condition R-89-5, #1) and (2) allow <br />the business to stay open until 1:00 A.M. rather than midnight seven days <br />a week (condition R-89-5, #l0a). <br />Susan Hoyt Taff reminded everyone that the original Conditional Use <br />Permit called for a 3 month review. She also reported that the police <br />experienced no problems at the amusement center, and no residents notified <br />City Hall with complaints regarding the amusement center. <br />PUBLIC HEARING <br />REQUESTED BY Mr. <br />JOSEPH A. SACCO, <br />1544 LARPENTEUR <br />Mr. Joseph Sacco, proprietor of JJ's, indicated that business at the present <br />time doesn't warrant having two adult employees on the premises after 7:00 P.M. <br />Mr. Jim Sacco said the facilities are well lit both inside and outside, and the <br />space is very open so it is easy to keep an eye on customers at all times. The <br />second request for a change in the closing time was initiated beeause their <br />customers after 10:00 P.M. are somewhat older than daytime customers. They <br />believe the 18-20 year olds would stay the extra hour if they were open. <br />Resident Mr. Mark Kosanke of 1471 California stated that he hadn't noticed <br />any problems in the neighborhood from JJ's. He requested that the Planning <br />Commission review the Conditional Use Permit in six months, if the proposed <br />amendments were adopted. <br />
