Request for Site Plan for a 9,301 square <br />foot commercial building for Growing Generations Daycare on property located <br />north of Frenchman Road (CSAH 8) and west of Everton Avenue North. <br />DATE: February 16, 2016 for the Planning Commission Meeting of February 25, 2016 <br />ZONING: General Business (C-2) <br />60 -DAY REVIEW DEADLINE: April 9, 2016 <br />1. DESCRIPTION OF REQUEST: <br />The applicant is requesting approval of a site plan for a 9,301 square foot commercial building <br />for a daycare facility. <br />The applicant is also requesting a final plat for a subdivision known as "Frenchman Place" for <br />the creation of one lot. The name of the Final Plat will be known as "Frenchman Place 31 <br />Addition". Lot 1, Block 1 will be a 1.89 acre lot for the commercial building. The applicant is <br />not proposing to revise the preliminary plat layout or any conditions of approval. The final plat <br />only requires approval from the City Council. <br />2. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The property to the south, across CSAH 8, is zoned Planned Unit Development (PUD) and is <br />part of the Victor Gardens development (Victor Gardens Commons). The property is occupied <br />by commercial buildings. The property to the west is zoned General Business (C-2) and is <br />occupied by Health Partners and Children's Hospital Clinic. The property to the north and east is <br />a vacant parcel, part of the Frenchman Place development, that is zoned General Business (C-2). <br />These parcels are planned for future commercial buildings and includes a stormwater pond. <br />
