Sandberg, P.E. <br />Deputy Director/County Engineer <br />Washington County staff have reviewed the Growing Generations site plan along Frenchman <br />Road (CSAH 8) in the City of Hugo. The trail connection to the CSAH 8 Regional is reasonable <br />and consistent with other trail connections in the City of Hugo. A Washington County access <br />permit will be required for the trail connection to the Regional Trail as shown. <br />Washington County does not allow any increase in the volume and rate of stormwater run-off <br />onto the county right-of-way. Since the site is nearly level, there is concern that in larger storm <br />events, water will drain and pool directly into county right-of-way and will not infiltrate for an <br />extended period of time. Please verify with the city engineer/drainage plan and provide us with <br />comments. <br />It appears that there will be no grading into county right-of-way as part of this project; however, <br />any installation of utilities, water or sewer services in the right-of-way does require a right-of-way <br />permit. <br />Thank you for your request to comment on this project.
