Seven comments were received from the Washington <br />Conservation District and are addressed as part of the notice of decision. <br />The application provides 4 design alternatives and also evaluates the use of other parcels within <br />the immediate area as part of the sequencing portion of the application. The sequencing <br />provided by the applicant meets the requirement of WCA Rule 8420.0520. <br />The proposed construction alternative impacts 3,680 square feet of existing wetland which <br />requires 7,360 square feet of mitigation. The applicant proposes to use project specific in <br />advance wetland credits generated by the development of the Rosemary Way Wetland Mitigation <br />site in 2014. 29,825 square feet of credit is available for use by development projects within <br />Frenchman 3d -5h. However, these credits are not certified. Due to this, the notice of decision, <br />as drafted, requires the applicant to provide escrow in the amount of $10,150. This escrow may <br />be used to purchase wetland bank credits in the event the Frenchman II and/or Rosemary Way <br />wetland credits are not able to be certified. <br />City staff has determined that the proposed avoidance and minimization for the proposed 3,680 <br />square feet of unavoidable wetland impacts are sufficient, in accordance with the sequencing and <br />replacement plan requirements under MN Rules 8420. City staff recommends City Council <br />approval of the Growing Generations replacement plan and sequencing application. <br />Thank you for the opportunity to provide service to you.
