MINUTES FOR THE HUGO CITY COUNCIL GOAL SETTING WORKSHOP MONDAY, FEBRUARY 8, 2016 7:00 P.M. Haas called the meeting to order at 7:09 p.m. PRESENT: Haas (via Skype), Klein, Miron, Petryk, Weidt ABSENT: None STAFF PRESENT: City Administrator Bryan Bear, Public Works Director Scott Anderson, Intern Taylor Richter, and City Clerk Michele Lindau City Administrator Bryan Bear reviewed with Council the 2015 City Focus Goals and the status of these goals. Bryan talked about infrastructure, including street lights and water related projects. The addition of a full time community development assistant and an administrative intern has helped to get projects done. A big change for the Fire Department is the switch to North Memorial, which will need to be evaluated. The Fire Chief is also working on a program to help victims of cardiac arrest. The Parks Department will be working on the trails section of the upcoming Comprehensive Plan update. Planning and administration will be working with the EDA on downtown Hugo development. Staff continues to work on ordinance review. Document imagining will be changing the way the City is doing business. Updates to the Comprehensive Plan is another huge process, and work continues on the Beautification Committee and solar subscriptions. Bear talked about the goals established by various commissions. The Planning Commission has discussed the City's identity and whether to focus on it and work with the Beautification Committee. The Parks Commission's number one priority is trails and the planning and funding of Lions Park. They are also changes in senior programming and will be changes to the library with the library strategic plan. A priority of the EDA is marketing of City -owned property. The Historical Commission's goal is to hire an intern and increase the membership on the Commission. Council discussed the use of the old school house (TH61/170th Street) and the high level of difficulty in restoring it. Haas suggested it be used as a trail head for the Hardwood Creek Trail and questioned whether Washington County has access to funds. Council talked about the safety of the City's water supply, acknowledging that switching to other water sources would require analysis. Intern Taylor Richter presented on City Council salaries, comparing the City of Hugo to other cities. Also presented as a topic of discussion was increasing the Mayor's term from two to four years, which would need to be done by ordinance. Council concluded to leave both as they are. The Council generally agreed to keep moving forward on water related goals; recruit more businesses in the Bald Eagle Industrial Park, especially rail users; work with Washington County
