MINUTES FOR THE HUGO CITY COUNCIL <br />GOAL SETTING WORKSHOP <br />MONDAY, FEBRUARY 8, 2016 <br />7:00 P.M. <br />Haas called the meeting to order at 7:09 p.m. <br />PRESENT: Haas (via Skype), Klein, Miron, Petryk, Weidt <br />ABSENT: None <br />STAFF PRESENT: City Administrator Bryan Bear, Public Works Director Scott Anderson, <br />Intern Taylor Richter, and City Clerk Michele Lindau <br />City Administrator Bryan Bear reviewed with Council the 2015 City Focus Goals and the status <br />of these goals. Bryan talked about infrastructure, including street lights and water related <br />projects. The addition of a full time community development assistant and an administrative <br />intern has helped to get projects done. A big change for the Fire Department is the switch to <br />North Memorial, which will need to be evaluated. The Fire Chief is also working on a program <br />to help victims of cardiac arrest. The Parks Department will be working on the trails section of <br />the upcoming Comprehensive Plan update. Planning and administration will be working with <br />the EDA on downtown Hugo development. Staff continues to work on ordinance review. <br />Document imagining will be changing the way the City is doing business. Updates to the <br />Comprehensive Plan is another huge process, and work continues on the Beautification <br />Committee and solar subscriptions. <br />Bear talked about the goals established by various commissions. The Planning Commission has <br />discussed the City's identity and whether to focus on it and work with the Beautification <br />Committee. The Parks Commission's number one priority is trails and the planning and funding <br />of Lions Park. They are also changes in senior programming and will be changes to the library <br />with the library strategic plan. A priority of the EDA is marketing of City -owned property. The <br />Historical Commission's goal is to hire an intern and increase the membership on the <br />Commission. <br />Council discussed the use of the old school house (TH61/170th Street) and the high level of <br />difficulty in restoring it. Haas suggested it be used as a trail head for the Hardwood Creek Trail <br />and questioned whether Washington County has access to funds. Council talked about the safety <br />of the City's water supply, acknowledging that switching to other water sources would require <br />analysis. <br />Intern Taylor Richter presented on City Council salaries, comparing the City of Hugo to other <br />cities. Also presented as a topic of discussion was increasing the Mayor's term from two to four <br />years, which would need to be done by ordinance. Council concluded to leave both as they are. <br />The Council generally agreed to keep moving forward on water related goals; recruit more <br />businesses in the Bald Eagle Industrial Park, especially rail users; work with Washington County <br />
