BACKGROUND: <br />Memorandum <br />The Blacksmith Lounge Restaurant has submitted a special event permit application and <br />is requesting approval for 13 events hosted on their property between April and October <br />of 2016. The events will be held on the owner's property surrounding the Blacksmith <br />Lounge Restaurant. The events require City Council approval because they will be <br />serving alcohol, some events expect over 250 people, and will use an amplified speaker <br />system for auctions held during these events. Staff has received the completed <br />application, fee, and signed Hold Harmless Agreement. <br />2. DESCRIPTION OF EVENT: <br />The Blacksmith Lounge Restaurant plans to hold seven auctions, five car shows, and one <br />swap meet. These events have been occurring for several years including the largest <br />event, the Northern Lights Car Show, for 28 years. All of the events are to be outdoors, <br />and some will have a tent area which will be serving food and alcohol under the <br />Blacksmith Lounge's Catering Permit. There will be someone checking ID's and extra <br />security and staff during those events. During the largest event, the Northern Lights Car <br />Show, the host will provide their own security, insurance, hire highway patrol, and <br />volunteer parking staff. All events will have adequate outdoor restroom facilities. These <br />events are family events and will be held rain or shine. hi case of cancellations, these <br />events will not be made up. <br />The events will be hosted on Sundays starting on April 24 through October 23 with the <br />exception of two events held on Memorial Day and Labor Day. <br />Blacksmith Lounge expects between 50 and 300 people to attend each event, however the <br />September 18, 2016 Northern Light Car Show will bring between 800-900 people. An <br />amplified sound system will be used at some events to announce auctions and to close the <br />events. The Washington County Sheriff s Department and Hugo Fire Department will be <br />notified of the events. <br />
