Below is a summary of <br />the comments and a response to each. No recommendation was made to approve or deny the application <br />by members of the TEP. <br />Comment 1. The use of "in advance" credits assumes that the in -advanced wetland replacement sites are <br />in compliance with previous approvals. Compliance should be verified prior to approval. <br />Response 1. The applicant has been made aware that the proposed replacement credits are in -advance <br />project specific credits that have not been certified. Certification will not be completed until at least fall <br />2017 (end of 3rd growing season for the Rosemary Way wetlands). Based on this, the applicant will be <br />required to provide escrow in the amount necessary to purchase wetland bank credits in the event that the <br />in -advance, project specific credits are not available. The replacement sites are in compliance with <br />previous approvals as the required documentation has been recorded and monitoring and maintenance <br />will be completed as stated in the previously approved replacement plans. <br />Comment 2. The avoidance alternative shows a parking area east of the wetland and the driveway passing <br />between wetlands. However, the 9,900 square foot upland area adjacent to the proposed building could be <br />utilized for parking. This upland area is planned for play areas, however could the play areas be <br />reconfigured/reduced to use the upland space on the south and west side of the building? <br />Response 2. The play areas are sized based MDH requirements, per the application.
