Hugo City Council Meeting Minutes for March 7,2016 <br /> Page 9 of 11 <br /> The Council agreed that pedestrian crossings needed to be well marked. Suggestions were <br /> installing pedestrian crosswalk signs, warning lights, and speed indicator signs. They recognized <br /> it was a collector road, and traffic needs to move along safely. It was suggested a reminder <br /> needed to be made to everyone to drive slower in all neighborhoods. They were not in favor of <br /> parking on the street; no parking will allow more visibility. They supported a 28 foot-wide road <br /> and needed to look at safety measures during its design. It was also said that the school district <br /> needed to work on their stopping points. <br /> Klein made motion, Petryk seconded, to approve RESOLUTION 2016-7 ORDERING <br /> IMPROVEMENT AND ORDERING THE PREPARATION OF PLANS AND <br /> SPECIFICATIONS FOR THE 147th STREET AND ONEKA LAKE BOULEVARD STREET <br /> IMPROVEMENT PROJECT. <br /> Ayes: Petryk, Haas, Miron, Klein, Weidt. <br /> Nays: None <br /> Motion carried. <br /> Staff will provide a progress report on speed enforcement issues at the next Council meeting. <br /> Mayor Weidt called for a short recess, and the meeting reconvened at 9:32 p.m. <br /> Public Hearing Storm Water Pollution Prevention Program <br /> A public hearing was scheduled as of the City's MS4 permit. <br /> Weidt made motion, Miron seconded, to table the public hearing until the next City Council <br /> meeting on March 21, 2016 due to the lack of time. <br /> Discussion on Withrow School <br /> Council Member Haas added this to the agenda to inform the community that a benefit will be <br /> held to support the Withrow School. This event will be held at Sal's Grill from 8-11 on <br /> Saturday, March 12, 2016. Haas talked about the concerns within the community regarding the <br /> future use of the school building. <br /> City Administrator Bryan Bear talked about the resolution the Council recently passed which <br /> included the City's concern about the future use of the property. He explained property is zoned <br /> agricultural and agricultural uses are allowed as well as other low impact uses with a Conditional <br /> Use Permit, which would require a public hearing at the Planning Commission. He stated that <br /> anyone could ask for a zoning change, but there is a process for rezoning that includes a public <br /> hearing as well. Bear stated that staff would be happy to talk to residents regarding it. <br /> Council asked staff to reach out to residents who had emailed their concerns and provide them <br /> the information on potential uses of the property. <br /> Miron suggested that council attend the Pancake Breakfast, which would allow residents an <br />
