City of <br />ugQ 14669 Fitzgerald Avenue North, Hugo, MN 55038 (651) 762-6300 www.ci.hugo.mn.us <br />May 3, 2016 <br />Mr. Phil Belfiori <br />Rice Creek Watershed District <br />4325 Pheasant Ridge Drive NE, Suite 611 <br />Blaine, MN 55449 <br />Dear Mr. Belfiori: <br />As we have discussed, the City of Hugo would like to cooperate with the Rice Creek Watershed <br />District to apply for a 2016 Metropolitan Council Stormwater Grant, to provide partial funding <br />for stormwater improvements that the City would like to undertake. The City understands that <br />according to Metropolitan Council requirements, the District must be the named applicant and <br />will sign the grant agreement as the Grantee. The City is providing this letter of intent as a <br />precondition of the District's application to the Council for such funds. <br />The City understands that the District is assuming the role of applicant and grantee solely to <br />facilitate the City's access to grant funding. The City recognizes that if a grant is awarded and <br />the grant agreement is signed, it will be responsible to ensure that all terms of the grant <br />agreement are met. <br />The City understands that it will be responsible to prepare the substantive elements of the <br />application. It also understands that before the District signs a grant agreement, it will require a <br />signed memorandum of agreement between the District and the City that will include, but may <br />not be limited to, the following: <br />• The District will receive grant funds from the Metropolitan Council and disburse them to <br />the City consistent with the grant agreement. <br />• The City will assume all grant agreement responsibilities including: <br />o Preparing the required work plan and budget; <br />o Attempting to solicit and include the participation of underutilized businesses, and <br />preparing the required report to the Met Council on that attempt; <br />o Funding the required 25 percent local contribution (except as the District <br />independently may provide cost -share); <br />o Completing construction or installation per the grant agreement; <br />o Providing for promotional/educational signage; <br />o Performing required maintenance; and <br />o Otherwise meeting the terms of the grant agreement. <br />• The City will hold the District harmless and indemnify it with respect to all claims, costs <br />and liabilities arising from the grant and the supported project. <br />
