Hugo City Council Meeting Minutes for March 17, 2014 <br />Page 2 of 5 <br />Approve Annual Performance Review for Finance Director Ron Otkin <br />Ron Otkin was hired as the City's Finance Director on April 3, 1989. For the past 25 years, Ron <br />has conducted duties related to the City's Finance Department which includes the annual <br />preparation of the City's budget as well as financing of public improvement projects and <br />accounts payable and accounts receivable. Adoption of the Consent Agenda approved the annual <br />performance review for Finance Director Ron Otkin. <br />Approve Lawful Gambling Exempt Permit for the Tanya Fox Benefit <br />The Hugo American Legion Post Auxiliary applied for a Lawful Gambling Exempt permit to <br />conduct raffles at a benefit to be held for Tanya Fox, who is suffering from Postural Orthostatic <br />Tachycardia Syndrome. The benefit will be held on Saturday, May 17, 2014 at the Hugo <br />American Legion from noon to 8 p.m. Adoption of the Consent Agenda approved the Lawful <br />Gambling Exempt Permit for the Tanya Fox Benefit. <br />Approve Intergovernmental Agreement Regarding Water Supply <br />The Washington County Municipal Water Coalition (WCMWC) was formed to serve as a forum for <br />sharing information and discussing issues facing cities in regard to supplying sufficient and potable <br />water to their communities to meet their current needs and projected growth while protecting <br />surface water features. An Intergovernmental Agreement Regarding Water Supply has been drafted <br />for the purpose of committing 13 Washington County cities to collaborate and share information, as <br />well as work together on state and regional policy matters. Adoption of the Consent Agenda <br />approved the IGA Regarding Water Supply, subject to review by the City Attorney. <br />Discussion on 165t1 Street Improvement Project <br />At the February 3, 2014 Council meeting, staff held a public hearing to consider improvements <br />to 1651h Street and Ingersoll Avenue. The Council also held neighborhood meetings on <br />November 14, 2013 and on February 24, 2014 to gather public input on the project. At its March <br />3, 2014 meeting, Council approved a resolution for a speed study to be done on 1651h Street and <br />directed staff to notify the residents that the project will be discussed again at this Council <br />meeting on March 17th. Staff provided Council a resolution ordering the improvement and the <br />preparation of plans and specs for the project. <br />City Engineer Jay Kennedy provided the background and explained the proposed improvements. <br />Staff was not recommending to realign 165th Street/Ingersoll Avenue intersection due to traffic <br />data and resident feedback. Also not recommended with the project was the widening of the <br />roadway for non -motorized uses due to the additional cost and previous discussions. The <br />Council expressed appreciation for all those who provided their input on the project. <br />Klein made motion, Bronk seconded, to approve RESOLUTION 2014-10 ORDERING <br />IMPROVEMENT AND ORDERING THE PREPARATION OF PLANS AND <br />SPECIFICATIONS FOR THE PROPOSED 165TH STREET IMPROVEMENTS. <br />Ayes: Haas, Klein, Petryk, Bronk, Weidt <br />Nays: None <br />Motion carried. <br />
