The City Council reviewed and approved the preliminary plat for Fox <br />Meadows at its March 3, 2014 meeting, which included 57 single family residential lots. There <br />are no changes to the lots from the preliminary plat. Adoption of the Consent Agenda approved <br />RESOLUTION 2014-14 APPROVING A FINAL PLAT AND DEVELOPMENT <br />AGREEMENT FOR MERIDIAN LAND HOLDINGS, LLC FOR "FOX MEADOWS IST <br />ADDITION" LOCATED EAST OF HIGHWAY 61 AND NORTH OF 125TH STREET. <br />Approve Return of Firefighter Carrie Nyblom from Leave of Absence <br />At its November 4, 2013 meeting, the Council approve a leave of absence for Firefighter Carrie <br />Nyblom for medical reasons. Carrie has received authorization to return to her duties as a <br />firefighter on June 3, 2014. Adoption of the Consent Agenda approved the return of Carrie <br />Nyblom to the Fire Department effective June 3, 2014. <br />Approve Wetland Replacement Plan for Fox Meadows <br />The Fox Meadows proposed development project includes a proposal to fill 4,550 square feet <br />(0.1044 Acres) of Type 1 seasonally flooded farmed wetland associated with the construction of <br />a single family development. The applicant is proposing to purchase wetland bank credits at a <br />2:1 mitigation ratio in -advance of the proposed wetland impacts. The wetland delineation was <br />approved by City staff on January 29, 2014. The wetland replacement plan application was <br />deemed complete on April 11th and public noticed on April 14-, with a May 14, 2014 deadline to <br />receive comments. One comment was received from the Washington Conservation District. The <br />applicant's response to the public comment received was compared to the proposed <br />plans/application and found satisfactory by City staff in fulfilling the replacement standards <br />under MN Rules 8420. Adoption of the Consent Agenda approved the wetland replacement plan <br />for Fox Meadows. <br />Update on Joint City Council, Planning Commission, and EDA Meeting on May 8, 2014 <br />On Thursday, May 8, 2014 at 7 p.m., the Council attended a joint meeting with the Planning <br />Commission and the EDA at the Rice Lake Centre to discuss the Downtown Development <br />Guidelines and Market Study completed by Maxfield Research. Bryan Bear provided a recap to <br />Council. Discussed was the design guidelines and market study completed several years ago that <br />focused on the area along TH61 and whether commercial development in that downtown area <br />was still feasible. An update of that study was recently conducted, and the findings were <br />presented at the meeting. Those findings concluded that there is a potential market for limited <br />multifamily housing, small business retailers, restaurants, office users who service local <br />households, and a limited -service hotel. The group agreed that the Downtown Design <br />Guidelines was still a viable document for development, and they should be used as guidelines <br />with exceptions to those to be expected. The Council also agreed that joint meetings with other <br />commissions should be held on a regular basis to ensure they are all heading in the same <br />direction. <br />
