HUGO CITY COUNCIL MINUTES <br />JOINT MEETING WITH THE RICE CREEK WATERSHED DISTRICT <br />MAY 28, 2014 <br />COUNCIL PRESENT: Bronk, Haas, Klein, Petryk, Weidt <br />STAFF PRESENT: City Administrator Bryan Bear, WSB City Engineers Jay Kennedy and <br />Pete Willenbring, Community Development Intern Connor Schaefer, City Clerk Michele Lindau <br />RICE CREEK WATERSHED DISTRICT PRESENT: Board Members Patricia Preiner, <br />John Waller, Barbara Haake, Steve Wagamon and Harley Ogata; Administrator Phil Belfiori; <br />Office Manager Theresa Stasica; District Engineer Mark Deutschman -Houston Engineering <br />The Hugo City Council met with the Rice Creek Watershed District Board of Managers to <br />discuss the Bald Eagle Lake Outlet structure. The meeting took place at Hugo City Hall after a <br />barbeque lunch at noon. <br />Mayor Tom Weidt called the meeting to order at 12:30 p.m. <br />Hugo City Engineer Jay Kennedy provided background information and an update on recent <br />activities. He stated that the ownership of the dam was unclear. The City recently installed rip - <br />rap to shore up the deteriorating weir wall, and the cities of Lino Lakes, Centerville, and White <br />Bear Township helped fund it. The cost of replacing the structure is $600,000, with $252,000 <br />being paid for through the MnDOT bridge fund, there is still $348,000 in funds needed. The <br />construction plans are completed but there have been no permit acquisitions. <br />The Council and the RCWD Board agreed there was a need to move this project along. The <br />Council and Board discussed several different possible project partnership options and possible <br />cost-sharing frameworks. They agreed it was important to include the DNR and Army Corp of <br />Engineers in any planning process. The Council believed that a joint powers agreement (JPA) <br />may be one option that could be created between the stakeholders to detail ownership and future <br />maintenance of the structure. <br />Council Member Haas informed the Board that the City Council had met with Ramsey County <br />Commissioner Huffman, Washington County Commissioner Miron, and Anoka County <br />Commissioner Sivarajah, and they had given their support. The Commissioners stated they <br />would go back to their Boards and draft a letter or resolution of support. <br />City Administrator Bryan Bear informed the RCWD that a meeting is being scheduled with the <br />DNR Commissioner and the three County Commissioners to discuss the structure, and will <br />notify the RCWD so they may be in attendance. <br />The RCWD Board requested to see construction plans, inspection reports, and engineering data. <br />The workshop was adjourned at 1:28 p.m. <br />Respectfully Submitted, <br />Michele Lindau <br />City Clerk <br />
