Hugo City Council Meeting Minutes for June 2, 2014 <br />Page 4 of 7 <br />John Rotter, 13635 Fiona Avenue North, stated he was told several times that NRI would be <br />cleaned up, but the pile is not getting smaller; it is getting larger. There is rust dust from <br />dumping, and heavy metals and fuels draining on to ground into groundwater. Safety is a <br />concern; there is no fencing. Metal is being pulled out of cars and being sent to recycling again. <br />He stated that nothing is being done about the complaints, and the noise is keeping people <br />awake. <br />Cindy Petty, 13679 Fiona Avenue, stated she will be attending the meeting next week. They <br />want to be able to enjoy their yards. They will not back down and will proceed with legal <br />recourse if necessary. <br />Pat Dunn, 13630 Fiona Avenue North, stated the noise is very annoying and needs to stop. Past <br />minutes show that inspections have been done and nothing has changed. He was skeptical that <br />the neighborhood meeting would lead to any results. He stated that the silt fence is down and he <br />shouldn't be there doing City and EPA's work. <br />Petryk thanked them for their input and said she appreciates that they will be at the workshop on <br />Tuesday. <br />City Administrator Bryan Bear gave a brief update. Meeting are being held with the owner of <br />NRI to continue moving progress forward. Most of the scrap was gone last fall, but work <br />couldn't be completed before winter set in. There have been discussions with the owner and <br />contractor working on the site improvements, and there is an increase in activity with scrap being <br />moved off the site so the contractor can finish the job. It is anticipated the improvements on the <br />site would be done next month. <br />Desire Rotter, 13635 Fiona Avenue North, said she has observed trucks leaving NRI after <br />dumping at the rail spur, and then go south on TH61. NRI had said they would not be bringing <br />large items into the site, but that is not the case. She is unable to use part of her yard because <br />she does daycare and the children get scared. It has been going on too long. Neighbors are <br />talking about selling, but property values are going down. This is not in the best interest of the <br />neighbors. <br />Haas stated he wants to see what options the City has for what is going on at that site, and <br />provide vigilant compliance and enforcement. <br />Update on Bald Eagle Lake Outlet <br />On May 28, 2014, the Council met with the Rice Creek Watershed District Board at Hugo City <br />Hall to discuss the Bald Eagle Lake Outlet structure. City Engineer Jay Kennedy provided an <br />update to the Council. He stated the DNR included it on its priority list; however, it was not <br />ranked high enough to be funded through the 2014 bonding bill. The total cost for the project is <br />$600,000. Funding from the MnDOT Bridge Fund would cover $252,000 leaving $348,000 <br />unfunded. Discussed at the meeting was ownership and maintenance of the dam, and how to <br />partner with the RCWD. Some avenues of funding could be from the RCWD water quality fund <br />if there is a water quality benefit. RCWD also has a Capital Improvement Program, and as flood <br />control project, a portion of it could be funded through that. Staff is pulling together information <br />
