Hugo City Council Meeting Minutes for July 15, 2013 <br />Page 4 of 5 <br />August. The YRN will be funding child prizes for the Gold Star Weekend. The care packaging <br />event will be on Saturday, August 3, 2013, and donations are welcome. The YRN is working on <br />another Welcome Home Pheasant Hunt. <br />Bald Eagle Lake and the Rice Creek Watershed District <br />Council Member Haas added this to the agenda to talk about contradicting statements made by <br />the Rice Creek Watershed District (RCWD) regarding the water quality of Bald Eagle Lake. He <br />thanked the Citizen for printing the article on the Rice Creek Watershed District's plan to <br />improve the water quality on Bald Eagle Lake at the cost of nearly one million dollars by adding <br />Aluminum Sulfate to the water. He noted that the previous edition of the Citizen held an article <br />about the deteriorating outlet structure on the north end of the lake and how the RCWD declined <br />to participate in the project to fix it because "there was not a significant water quality component <br />to the project". Should the structure fail, the Aluminum Sulfate would wash down the stream. <br />Haas asked that the RCWD revise their position on the structure. <br />Water Resource Forum on Tuesday, July 16, 2013 <br />City Administrator Bryan Bear reminded the Council of the meeting scheduled for Tuesday, July <br />16, 2013 to attend the third and final forum on water resources in the northeast metro area. The <br />forum will be held from 6-8 p.m. at Century College. <br />Update on National Recycling, Inc. <br />Mayor Tom Weidt and City Administrator Bryan Bear have been monitoring the progress <br />concerning scrap removal at NRI, and they provided an update to the Council. On July 8th, staff <br />observed that the scrap piles had remained unchanged, with new piles on the site. After a <br />conference call on July 11th with the NRI attorney, City Administrator Bryan Bear, and City <br />Attorney Dave Snyder, where the City expressed disappointment on the amount of scrap still on <br />the site, there has been a small amount of progress. Also during the call, another plan was made <br />for a major push over the weekend to remove the scrap. In an email from NRI owner Rick Mark <br />following the conference call, he listed in pounds the material that had been removed from the <br />site since June 27th. Staff visited the site today and found a big change in the amount of material <br />on the site. <br />Council Member Haas said he has observed material continuing to be trucked into the site. <br />Council Member Klein stated that in a recent visit to the site, incoming materials were being <br />placed directly into bins. Council Member Petryk acknowledged that the neighbors are <br />frustrated because business is ongoing. Petryk stated that the City has worked hard to try to solve <br />this. Mayor Weidt said that they should continue on the path they are on. The Council discussed <br />the ongoing progress of NRI. <br />Executive Session — Litigation Concerning National Recycling, Inc. <br />Staff had been working with National Recycling, Inc. (NRI) on their transition plan. At its July 1, <br />2013 meeting, the Council discussed the noncompliance of NRI to complete this plan and <br />discussed code enforcement actions. At that time, City Attorney Dave Snyder suggested this be <br />done in an executive session. <br />
