Motion carried. <br />TH61 Striping at US Bank Entrance <br />At its May 20, 2013 meeting, Council discussed the striping in the center of TH61 in front of US <br />Bank. The portion that is striped is narrower than a car, and cars traveling south turning left into <br />US Bank are being passed illegally by cars on the right. Council had directed staff to look at <br />alternatives to the current striping. City Engineer Jay Kennedy provided to Council information <br />on existing conditions and what was being proposed. MnDOT will be undertaking a micro - <br />surfacing project in 2014. As part of that project, they are proposing to restripe the road so there <br />will be a continuous left turn lane between 146th Street North and CSAH8. Jay stated that staff <br />was comfortable with the design. No formal action was taken. <br />Update on Joint Meeting with Fire Department Officers <br />On October 22, 2013, the Council met with Fire Department Officers to discuss recruitment and <br />retention of firefighters and the Basic Life Support (BLS) Joint Powers Agreement with the <br />White Bear Lake Fire Department. At that time, the City Council and Fire Department Officers <br />discussed meeting again in November. City Administrator Bryan Bear explained that staff is <br />currently working on several options for the Department. Staff will come back to Council with a <br />suggested meeting date. <br />Discussion on Thrive MSP 2040 <br />Staff and Council attended a workshop held by the Metropolitan Council to learn more about, <br />and provide feedback for, Thrive MSP 2040 and local forecasts. <br />City Planner Rachel Juba explained that Thrive MSP is a long-range plan for the seven county <br />metro region that includes forecasts of population, households and employment. These numbers <br />are the foundation of the Met Council's system plans and policies and will be used by the City <br />for development of the 2040 Comprehensive Plan. At the October 10, 2013 Planning <br />Commission meeting, the Commission was concerned about the population numbers being <br />significantly lower than the 2030 forecast used in the City's last Comprehensive Plan for the <br />development of infrastructure and the MUSA area. In developing the 2030 Comprehensive plan, <br />the forecasted population was 40,000 people by 2040, and the current forecast was lowered to <br />23,200. The growth is being allocated away from the developing suburbs to the inner cities. <br />Rachel explained that the Met Council would like comments on the forecasts by December 1, <br />2013 and will finalize the forecasts in early 2014 for adoption. The Planning Commission had <br />recommended staff draft a letter to the Met Council requesting the forecast be revised to a <br />population of 40,000 people by 2040. <br />City Administrator Bryan Bear talked about transportation studies underway that use these <br />numbers in their studies. These studies drive policies that allocates infrastructure around the <br />
