Hugo City Council Meeting Minutes for June 20, 2011 <br />Page 4 of 7 <br />Approve Appointment of Council Member to Metropolitan Council Land Use Advisory <br />Committee (LUAC) <br />At the City Council meeting on June 6, 2011 the Hugo City Council tabled this to allow staff to <br />gather more information on the Metropolitan Council Land Use Advisory Committee (LUCA). <br />Recently the City of Hugo was contacted by a Metropolitan Council Representative Sandy <br />Rummel, who is seeking the City's interest to have an elected official serve on the LUAC. <br />Representative Sandy Rummel sited uniqueness of the City of Hugo's rural character in <br />combination with an ever increasing population and development of the City of Hugo on the <br />western edge. Council Member Haas confirmed he could not serve on both the LUAC and the <br />Parks Board, nor could Council Member Petryk who serves on the Transportation Advisory <br />Board (TAB). The Council agreed it was important to have a representative from Hugo on the <br />LUCA. <br />Weidt made motion, Haas seconded, to appoint Council Member Klein as a nominee on the <br />LUCA. <br />All Ayes. Motion carried. <br />Reschedule Meeting for the I-35 W/E Coalition Meeting <br />At its June 6, 2011 meeting, the Council considered dates on which to hold the next I-35 W/E <br />Coalition meeting, and City staff was directed to schedule the I-35 W/E Coalition meeting for <br />Wednesday, June 22, 2011 at the Hugo American Legion during the YRN Burger Night. <br />Unfortunately, two of the adjacent cities hold their council meetings on that evening and would <br />be unable to attend. Staff requested the Council reschedule the event where the City of Hugo <br />would hosts the I-35W/E Coalition meeting here at Hugo City Hall with a BBQ including <br />hamburgers and brats. <br />Weidt made motion, Klein seconded, to reschedule the I-35 W/E Coalition meeting for <br />Thursday, July 21, 2011 with the meeting to begin at 7pm. <br />All Ayes. Motion carried. <br />Update on City Council/Planning Commission Joint Land Use Workshop <br />On Thursday, June 9, 2011, the Hugo City Council and Hugo Planning Commission held a Land <br />Use Workshop with League of Minnesota Cities Insurance Trust (LMCIT) Attorney Jed Burkett. <br />Community Development Director Bryan Bear updated the public with a report on the Land Use <br />Workshop held that evening. Land use claims are the most costly claims filed, and it is decisions <br />made by cities that lead to these claims. The LMCIT offers training to help cities in making <br />common sense decisions on land use applications. LMCIT also provides discounts on litigation <br />costs associated with a land use claims for cities that successfully complete the internet-based <br />training available through the League's City Learning Point e -learning program. The City of <br />Hugo has qualified for that discount. No formal action was taken. <br />
