MINUTES FOR THE CITY COUNCIL MEETING ON AUGUST 1, 2011 <br />Mayor Fran Mixon called the meeting to order at 7:05 p.m. <br />PRESENT: Haas, Klein, Petryk, Weidt, Miron <br />ABSENT: None <br />ALSO PRESENT: City Administrator Mike Ericson, Community Development Director Bryan <br />Bear, and City Clerk Michele Lindau <br />Approval of the Minutes for the July 18, 2011 City Council Meeting <br />Weidt made motion, Petryk seconded, to approve the minutes for the July 18, 2011 City Council <br />meeting as presented. <br />All Ayes. Motion carried. <br />Approval of the Agenda <br />Miron made motion, Haas seconded, to approve the agenda as a: <br />Add to Appointments/Presentation — Japanese Beetle Outbreak in Hugo, Resident Grace LaValle <br />All Ayes. Motion carried. <br />Presentation of 2010 Audit Report - Jason Miller, Smith Schafer & Associates <br />Jason Miller from the independent accounting firm of Smith Schafer & Associates presented the <br />Hugo City Council with a recap of the audit of City's finances for the 2010 fiscal year. Jason <br />explained the seven areas that are required to be tested by the State of Minnesota. There were no <br />inconsistencies or errors found during the audit, with the exception of uncashed checks that have <br />been held for more than three years and not reported to the state. He attributed the positive <br />financial state of the City to Finance Director Ron Otkin, City staff and Council. It was noted <br />that the Comprehensive Annual Financial Report (CAFR) is posted on the City website and <br />available for inspection at City Hall. A summary of the financial information has been published <br />in the City's official newspaper, The Citizen. <br />Haas made motion, Petryk seconded, to accept the 2010 Audit Report from Smith Schafer & <br />Associates as presented. <br />All Ayes. Motion carried. <br />Japanese Beetle Outbreak in Hugo <br />Residents Grace LaValle, 5361 145`h Street North, spoke to Mayor Fran Miron prior to the <br />meeting, and the Mayor added this item to the agenda. Grace shared information on the Japanese <br />Beetle, which she has found in her yard where it has done extensive damage on her rose bushes, <br />grape vines, and raspberry bushes. She wanted the general public to be aware of this invasive <br />
