Minutes for the Hugo City Council Meeting on November 1, 2010 <br />Page 5 of 8 <br />Update on Dog Ordinance and Ordinance Review Committee <br />The Hugo City Council discussed possible changes to the Animal Ordinance at their August 16, <br />2010 meeting. During the meeting, staff explained the need for changes regarding dog bites and <br />dangerous dog designations. Council recommended that staff work with the Ordinance Review <br />Committee and bring back recommended changes to the Council at a future meeting. Since that <br />time, staff has held two meetings with the Ordinance Review Committee, and they have drafted a <br />proposed ordinance for Council consideration. Community Development Assistant Dennis <br />Fields presented the revised ordinance to the Council. Washington County Sheriff's Department <br />Commander Dexter recommended changes be made to allow more time for the Department to <br />make a dangerous dog or potentially dangerous dog determination, and Councilmember Haas <br />requested changes be made to clearly identify penalties and procedures. Mayor Miron also asked <br />staff to look at potential fees and the cost to the City. <br />Miron made motion, Petryk seconded, to schedule a public hearing on the proposed Animal <br />Ordinance and directed staff to work with Council on any concerns Council members have with <br />the ordinance. <br />All Ayes. Motion carried. <br />Update on October 25, 2010 Lions Park/City Hall Neighborhood Meeting <br />On October 25, 2010, a neighborhood meeting was held with residents located in the City <br />Hall/Lions Park neighborhood to discuss the possibility of a street reconstruction project. Mayor <br />Miron along with Council Members Petryk, Weidt, and Klein were in attendance along with city <br />staff. City Engineer Jay Kennedy and Mayor Miron provided an update/summary of the meeting <br />stating there was not a lot of interest from the neighbors on a street project, however there was <br />interest in reconstruction of the sidewalk along 145th Street North. <br />Miron made motion, Petryk seconded, to direct staff to provide a recommendation on <br />reconstruction of the sidewalk along 145th Street North. <br />All Ayes. Motion carried. <br />Resolution Providing for Early Redemption of TIF Bonds <br />In 2000, the City of Hugo issued $1,885,000 Taxable General Obligation Tax Increment Bonds. <br />The proceeds were used to refinance temporary bonds issued three years earlier. These bonds <br />were deemed taxable due to their private -activity nature and carried interest rates ranging from <br />6.8% to 7.6%. Finance Director Ron Otkin provided a brief overview of this item explaining the <br />proceeds from the bond was used for development of the Bald Eagle Industrial Park. Although <br />the bond maturity extends to 2018 the Finance Department reported that sufficient tax <br />increments have been collected to allow for their prepayment on December 15, 2010. Paying off <br />the TIF Bond would save $377,281 in future interest payments. This will assist the City in <br />maintaining a flat tax rate and also benefit Washington County and the White Bear Lake <br />Independent School District 624. <br />
