Hugo City Council Minutes for June 1, 2009 <br />Page 6 of 7 <br />Approve Cost Share Agreement with RCWD to Develop Regional Storm Water Treatment CIP <br />Water Resource Engineer Pete Willenbring has been working with the Rice Creek Watershed <br />District (RCWD) to develop a cooperative agreement that will allow for the development of <br />storm water management solutions and water re -use options that can be applied on a regional <br />scale to the benefit of the City and RCWD as a whole. Water Resources Engineer Pete <br />Willenbring provided Council with an overview of the proposed agreement. Pete explained the <br />RCWD and the City of Hugo are faced with future restrictions in total maximum daily load <br />allocations (TMDL) for areas tributary to Hardwood Creek and Clearwater Creek. The cost and <br />impact of these restrictions could be significant, and to most effectively meet future TMDL <br />allocations and RCWD plan requirements, a joint study with the RCWD and City of Hugo was <br />developed to identify treatment projects that address needs on a regional basis rather than <br />individual improvements on each site. The study will also specifically focus on re -use of <br />stormwater runoff for irrigation. The Scope of Work is estimated at $137,780, and the City of <br />Hugo is asked to contribute $25,000 toward to project. <br />Petryk made motion, Haas seconded, to approve the Scope of Work and authorize moving ahead <br />with the project upon execution of a cost share agreement with the RCWD. <br />All Ayes. Motion carried. <br />Discussion on Ordinance Violation at 5941 Oneka Lake Boulevard (Viola Maslowski) <br />In fall of 2008 the City received a complaint regarding junk vehicles and debris on Viola <br />Maslowski's property located at 5941 Oneka Lake Blvd N. Staff sent a letter and set up a <br />meeting with the property owner in December 2008. At that time Ms. Maslowski and her son <br />Ken set a date of March 31, 2009 to remove the junk vehicles and miscellaneous junk from the <br />property. Staff followed up with this complaint after March 31St to find little to no progress <br />being made on the property. Staff sent a final notice to the property owner on May 5, 2008 <br />asking once again that the property be brought up to code by May 25, 2008. Since the final <br />notice, there has been some noticeable progress, however the property still has not been brought <br />up to conformance. Viola and her son Ken Maslowski were present at this meeting. <br />Community Development Bryan Bear showed pictures of the property taken in March, and Ken <br />pointed out where progress has been made in the removal of junk. <br />Klein made motion, Haas seconded, to allow the Maslowskis until June 30, 2009 to clean up the <br />property, removing the remaining junk and unlicensed vehicles. <br />After some discussion, Klein withdrew his motion and Haas withdrew his second. <br />Weidt made motion, Klein seconded to allow the Maslowskis until June 15, 2009 to clean up the <br />property, removing the remaining junk and unlicensed vehicles and place this item on the June <br />15, 2009 City Council agenda for discussion. <br />All Ayes. Motion carried. <br />
