Hugo City Council Meeting August 3, 2009 Page 5 of 9 Public Hearing on Proposed Sewer and Water Connection Fee Ordinance At its June 15, 2009 meeting, the Hugo City Council scheduled a public hearing for this evening in order to take public comment on the proposed new ordinance for sewer and water connection fees. Several months ago, the Economic Development Authority (EDA) listened to a presentation from City Engineer Jay Kennedy regarding the current sewer and water connection fees that property owners pay at the time of connection to the system. The EDA recommended to the Hugo City Council that it consider a revision to the sewer and water connection fee under which a portion of the fee would be collected at the time of plat or subdivision, and the remainder collected at the time of connection. The City Engineer prepared a report summarizing the proposed modifications to the sewer and water connection fees which was presented by WSB Engineer Jamie Wallersted. Jamie explained that currently the end user was being charged the entire SAC/WAC/REC fees, and the revised ordinance established a split utility connection with the sewer and water trunk fee being collect at the time of plat and the WAC and SAC fee paid when a building permit was issued. There was no one who commented at the public hearing. Weidt made motion, Klein seconded, to approve ORDINANCE 2009 - 431 AMENDING CITY CODE CHAPTER 82, ESTABLISHING WATER AND SEWER TRUNK FEES AND AVAILABILITY CHARGES AND TO APPORTION COSTS FOR THE CREATION, ACQUISITION, CONSTRUCTION, IMPROVEMENT, EXTENSION, AND MAINTENANCE OF WATER AND SEWER LINES AND RELATED IMPROVEMENTS. Ayes: Haas, Klein, Petryk, Weidt, Miron Nays: None Motion carried. Weidt made motion, Klein seconded, to approve ORDINANCE NO. 2009 - 432 AMENDING CHAPTER 30, SECTION 2, OF THE MUNICIPAL CODE RELATED TO FEES. Ayes: Klein, Petryk, Weidt, Haas, Miron Nays: None Motion carried. Discussion on Scoping Estimate for Undergrounding Power Lines on TH 61 - John Wertish, Xcel Energy At its March 12, 2009 meeting, the Hugo City Council discussed the potential of undergrounding the power lines on TH 61 on the east side along Egg Lake in the City's downtown area. Council directed City staff to work with John Wertish at Xcel Energy to obtain a scoping estimate of costs related to the undergrounding of the power lines. At the July 6, 2009 Council meeting, City Engineer Jay Kennedy explained the details of the scoping estimate to the Council as well as financing options after which Council asked a number of questions which staff noted and discussed with John Wertish on Tuesday, July 28, 2009. This item was removed from the agenda by staff after learning John Wertish would not be in attendance due to a family emergency.
