Hugo City Council Meeting August 3, 2009 <br />Page 5 of 9 <br />Public Hearing on Proposed Sewer and Water Connection Fee Ordinance <br />At its June 15, 2009 meeting, the Hugo City Council scheduled a public hearing for this evening <br />in order to take public comment on the proposed new ordinance for sewer and water connection <br />fees. Several months ago, the Economic Development Authority (EDA) listened to a <br />presentation from City Engineer Jay Kennedy regarding the current sewer and water connection <br />fees that property owners pay at the time of connection to the system. The EDA recommended <br />to the Hugo City Council that it consider a revision to the sewer and water connection fee under <br />which a portion of the fee would be collected at the time of plat or subdivision, and the <br />remainder collected at the time of connection. The City Engineer prepared a report <br />summarizing the proposed modifications to the sewer and water connection fees which was <br />presented by WSB Engineer Jamie Wallersted. Jamie explained that currently the end user was <br />being charged the entire SAC/WAC/REC fees, and the revised ordinance established a split <br />utility connection with the sewer and water trunk fee being collect at the time of plat and the <br />WAC and SAC fee paid when a building permit was issued. There was no one who commented <br />at the public hearing. <br />Weidt made motion, Klein seconded, to approve ORDINANCE 2009 - 431 AMENDING CITY <br />CODE CHAPTER 82, ESTABLISHING WATER AND SEWER TRUNK FEES AND <br />AVAILABILITY CHARGES AND TO APPORTION COSTS FOR THE CREATION, <br />ACQUISITION, CONSTRUCTION, IMPROVEMENT, EXTENSION, AND MAINTENANCE <br />OF WATER AND SEWER LINES AND RELATED IMPROVEMENTS. <br />Ayes: Haas, Klein, Petryk, Weidt, Miron <br />Nays: None <br />Motion carried. <br />Weidt made motion, Klein seconded, to approve ORDINANCE NO. 2009 - 432 AMENDING <br />CHAPTER 30, SECTION 2, OF THE MUNICIPAL CODE RELATED TO FEES. <br />Ayes: Klein, Petryk, Weidt, Haas, Miron <br />Nays: None <br />Motion carried. <br />Discussion on Scoping Estimate for Undergrounding Power Lines on TH 61 - John <br />Wertish, Xcel Energy <br />At its March 12, 2009 meeting, the Hugo City Council discussed the potential of undergrounding the <br />power lines on TH 61 on the east side along Egg Lake in the City's downtown area. Council <br />directed City staff to work with John Wertish at Xcel Energy to obtain a scoping estimate of costs <br />related to the undergrounding of the power lines. At the July 6, 2009 Council meeting, City <br />Engineer Jay Kennedy explained the details of the scoping estimate to the Council as well as <br />financing options after which Council asked a number of questions which staff noted and discussed <br />with John Wertish on Tuesday, July 28, 2009. This item was removed from the agenda by staff after <br />learning John Wertish would not be in attendance due to a family emergency. <br />
