MINUTES FOR THE CITY COUNCIL WORKSHOP OF WEDNESDAY JUNE 11, 2008 <br />Mayor Fran Miron called the meeting to order at 8:47 a.m. <br />PRESENT: Haas, Petryk, Puleo, Miron, Granger (arrived at 9:07 a.m.) <br />ALSO PRESENT: City Administrator Mike Ericson, CD Director Bryan Bear, PW Director Chris <br />Petree, City Assessor Frank Langer, Nathan Ehalt, and City Clerk Michele Lindau <br />The Council scheduled the workshop to discuss the aftermath of the May 25, 2008 tornado disaster <br />and issues related to the cleanup, police cost estimates and the long term recovery plan. <br />Finance Director Ron Otkin provide a PowerPoint Presentation on preliminary cost estimates <br />incurred by City staff including personnel and equipment. He stated that due to the Council's <br />conservative fiscal budget, which includes a fifty percent budget reserve, the City should be able to <br />cover the preliminary cost estimate of $250,000 - $300,000. <br />City Assessor Frank Langer discussed the replacement cost and loss in market values of the homes <br />in the devastated area, and the procedure for applying for the disaster credit. Council asked more <br />questions regarding payment of payable 2008 property taxes and payable 2009. Many Council <br />questions were asked and answered. <br />Nate Ehalt talked about forming the Long Term Recovery Committee which will assist the residents <br />in many areas where they were not covered by the insurance companies and explained what the <br />objectives of the committee would be. Nate discussed having a fiscal agent verses creating a 501(c) <br />3 for the distribution of funds. The United Way has expressed interest in becoming the fiscal agent <br />for the distribution of the donations collected by Lake Area Bank and US Bank respectively. <br />City Administrator Mike Ericson talked about the need for a Long Term Disaster Recovery <br />Coordinator. He stated the recovery process had been going very well and the job would not last <br />more than three-four months. Council directed staff to provide an update of this meeting and the at <br />the Council's regular June 16, 2008 meeting. <br />Mayor Fran Miron identified some of the major donors and thanked everyone who contributed in <br />helping with the disaster. <br />Granger made motion, Petryk seconded, to adjourn at 10:14 a.m. <br />All ayes.
