Law <br />RESOLUTION 2011-11 <br />APPROVING A CONDITIONAL USE PERMIT FOR NATIONAL RECYCLING INC. <br />ON THE PROPERTY LOCATED AT 15717 FOREST BOULEVARD NORTH <br />WHEREAS, Rick Mark owner of National Recycling Inc. has requested approval of a <br />conditional use permit for a recycling center for the property legally described as follows: <br />SEE ATTACHED <br />WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing <br />and recommends approval and; <br />NOW, THEREFORE, BE IT HEREBY RESOVLED BY THE CITY COUNCIL OF THE CITY <br />OF HUGO, MINNESOTA, that it should and hereby does approve the request by Rick Mark for <br />a conditional use permit for a recycling center, subject to the following conditions: <br />1. The property shall comply with approved site plan (Exhibit B). <br />2. The property shall comply with approved Transition Plan dated May 16, 2011. <br />3. Prior to issuance of a building permit: <br />a. The property owner shall obtain an access permit from MNDOT for the access <br />into the property. <br />b. The property owner shall have architectural plans for the new building approved <br />by staff. <br />4. Industrial or large commercial scrap shall not be brought or stored on the property. <br />5. There shall be no material stored in piles directly on ground. Storage of recyclable <br />materials shall be limited to containers located under the covered structure on the easterly <br />portion of the property and within the existing building. <br />6. All recycling materials shall be screened from view of adjacent properties and Highway <br />61. <br />7. Empty containers are allowed on the property only in identified areas on the approved <br />site plan (Exhibit B) and shall be screened from view. <br />8. No waste matter or recyclable material shall accumulate loose on the property, and <br />property shall be kept free of vermin and rodents. The site shall be maintained in a clean <br />and sanitary condition. <br />9. Customers shall enter the existing building on the west side to drop off recyclable <br />materials. <br />
