RESOLUTION 2011-28 <br />A RESOLUTION OF SUPPORT FROM THE CITY OF HUGO FOR THE PROPOSED <br />WHITE BEAR LAKE SCHOOL DISTRICT #624 LEVY <br />AND BOND REFERENDUM <br />WHEREAS, there are 8,500 students who are enrolled in the White Bear Lake School <br />District of which 1,724 are Hugo residents; and <br />WHEREAS, White Bear Schools have seen some of the most rapidly improving <br />measures of student success in the metro area; and <br />WHEREAS, schools receive funding from federal government, state government, and <br />local taxes, but funding from the State of Minnesota has not kept pace with inflation; and <br />WHEREAS, 90% of the school districts in Minnesota have voter -approved levies to <br />compensate for the lack of government funding; and <br />WHEREAS, the local operating levy approved by voters in 2007 lowered elementary <br />class sizes, provided world language choices for middle school students, increased time in high <br />school core academic classes, and helped provide for 30 college -credit courses; and <br />WHEREAS, this operating levy represents over 15% of the District's general fund <br />revenue and is critical in allowing the District to provide sustainable program offerings to <br />students while the state continues to provide insufficient funding; and <br />WHEREAS, the operating levy approved by voters in 2007 is expiring after this year, <br />and the White Bear Lake School Board is now requesting voters approve a new operating levy <br />and bond for buildings; <br />WHEREAS, failure to renew the levy will result in 15% reduction in revenue and cause <br />higher class sizes, closure and consolidation of some school sites, and fewer program <br />opportunities for students; and <br />WHEREAS, a successful local operating levy renewal will not increase taxes; <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF HUGO, MINNESOTA that the City of Hugo strongly supports the levy renewal <br />referendum proposed by the White Bear Lake School Board to be voted on by residents in the <br />2011 Election on November 8, 2011. <br />Passed and adopted this 19`h day of September, 2011. <br />r�5 <br />ATTEST: <br />Michele Lindau, City Clerk <br />
