RESOLUTION 201047 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF HUGO, WASHINGTON COUNTY, MINNESOTA, APPROVING A GRANT TO RESIDENTS IN THE VICTOR GARDENS NEIGHBORHOOD FOR DRAINAGE IMPROVEMENTS WHEREAS, Residents of Victor Gardens living along Garden Way, Arbre Lane, and Jardin Lane have experienced problems related to groundwater intrusion into their homes following the completion of the development; WHEREAS, the groundwater is being pumped by sump pumps from the basements of individual homes and discharged onto the land above ground; WHEREAS, most of the affected residents live in an area with alleyways in their back yards, leaving very little yard space for the discharge water; WHEREAS, most of the residents discharge the sump water onto the alleyway, resulting in a constantly wet road surface, the build-up of algae and slime, and the constant presence of mud; WHEREAS, the presence of algae on the roadway has led to concerns regarding the public health and the constant slippery conditions on the roadway have resulted in minor accidents; WHEREAS, much of the water being pumped is absorbed into the ground and is circulated back through the sump pumps and discharged above ground in a continuous loop, resulting in sump pump failures and flooded basements; WHEREAS, residents have proposed a solution to the problem involving the construction of an underground drainage system; WHEREAS, the proposed solution has received a grant from the Rice Creek Watershed District for a 50% match up to a total of $50,000 for improvements to water quality; WHEREAS, the project will result in additional water being pumped to a nearby pond, allowing for the potential re -use of the water by pumping it to the irrigation system within nearby Arbre Park, resulting in additional water quality benefits, allowing for infiltration of stormwater, and avoiding the use of municipal water to irrigate the park, WHEREAS, residents have requested a grant in the amount of $45,875, NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve a grant in the amount of $45,875 to allow for the construction of drainage improvements subject to the following conditions:
