RESOLUTION NO. 2009-13 <br />CITY OF HUGO, MN <br />A RESOLUTION SUPPORTING AN AGRICULTURAL CLASSIFICATION OF <br />PROPERTIES WHERE HORSE BOARDING AND/OR TRAINING OPERATIONS OCCUR <br />WHEREAS, in 2008 the Washington County Assessors Office reviewed horse boarding and training <br />operations within the County after hearing from the Minnesota Department of Revenue; and,- <br />WHEREAS, <br />nd, <br />WHEREAS, the Washington County Assessors reclassified properties in 2009 where horse boarding <br />and training occur; and, <br />WHEREAS, this change in classification resulted in a significant increase in property taxes on several <br />parcels within Washington County; and, <br />WHEREAS, the City of Hugo held a public meeting on Monday, April 13, 2009 with the council <br />members of the City of Grant and board members from May Township, with more than 30 area <br />residents and neighbors including property owners and horse owners; and, <br />WHEREAS, the City of Hugo, City of Grant, and May Township agreed that preservation of rural <br />character includes agricultural operations which includes horse boarding and training operations; and, <br />WHEREAS, the City of Hugo, City of Grant, and May Township support the current legislation House <br />File 797 and Senate File 755 which classifies and defines equine operations as agricultural uses for tax <br />poses; and, <br />WHEREAS, the City of Hugo, City of Grant, and May Township agree that the economic nature of <br />horses in Washington County is more consistent with an agricultural classification than a commercial <br />classification; and, <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />HUGO, MINNESOTA, that it supports the preservation of rural character and agricultural and horse <br />boarding and equine operations in the City, and requests that Washington County reclassify them back <br />to the 2008 classification as agricultural uses. <br />ADOPTED by the City Council this 2& day of April, 2009. <br />F ifon, Ma or <br />ATTEST: <br />Michele Lindau, City Clerk <br />
