RESOLUTION NO. 2009-13 CITY OF HUGO, MN A RESOLUTION SUPPORTING AN AGRICULTURAL CLASSIFICATION OF PROPERTIES WHERE HORSE BOARDING AND/OR TRAINING OPERATIONS OCCUR WHEREAS, in 2008 the Washington County Assessors Office reviewed horse boarding and training operations within the County after hearing from the Minnesota Department of Revenue; and,- WHEREAS, nd, WHEREAS, the Washington County Assessors reclassified properties in 2009 where horse boarding and training occur; and, WHEREAS, this change in classification resulted in a significant increase in property taxes on several parcels within Washington County; and, WHEREAS, the City of Hugo held a public meeting on Monday, April 13, 2009 with the council members of the City of Grant and board members from May Township, with more than 30 area residents and neighbors including property owners and horse owners; and, WHEREAS, the City of Hugo, City of Grant, and May Township agreed that preservation of rural character includes agricultural operations which includes horse boarding and training operations; and, WHEREAS, the City of Hugo, City of Grant, and May Township support the current legislation House File 797 and Senate File 755 which classifies and defines equine operations as agricultural uses for tax poses; and, WHEREAS, the City of Hugo, City of Grant, and May Township agree that the economic nature of horses in Washington County is more consistent with an agricultural classification than a commercial classification; and, NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it supports the preservation of rural character and agricultural and horse boarding and equine operations in the City, and requests that Washington County reclassify them back to the 2008 classification as agricultural uses.
