RESOLUTION 2008-14 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUGO <br />APPROVING FINDINGS OF FACT FOR REZONING FOR PRATT <br />DEVELOPMENT INC. FOR FRENCHMAN PLACE 1ST ADDITION ON <br />PROPERTY LOCATED WEST OF EVERTON AVENUE NORTH GENERALLY <br />NORTH OF FRENCHMAN ROAD (COUNTY ROAD 8) <br />WHEREAS, Pratt Development Inc. has requested reclassification of the zoning to R-5 <br />(Residential Medium Density) for a 25.28 -acre property located north of the centerline <br />for Rosemary Way, legally described as follows: <br />Lot 1 and Lot 2, Block 2 and Outlot B, Frenchman Place IS` Addition <br />WHEREAS, the Planning Commission has reviewed the request at a duly called Public <br />Hearing and recommends approval, and; <br />WHEREAS, the City Council has adopted an ordinance rezoning the affected parcel to R- <br />5; <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF HUGO, MINNESOTA, that it should and hereby does support the request <br />by Pratt Development Inc. for the reclassification of the zoning to R-5 for the 23.64 -acre <br />property, based on the following findings: <br />1. The proposed rezoning is consistent with the Comprehensive Plan, and other City <br />policies and plans. <br />2. The R-5 district allows for multi -family residential uses and complimentary uses such <br />as churches and schools, which is consistent with the proposed development plan. <br />3. The proposed zoning classification is appropriate for the property. This zoning <br />district provides a transition area from the commercial and retail uses along the <br />CSAH 8 corridor and the large lot residential homes to the north. The amount of <br />wetlands on this portion of the site make development more appropriate for higher <br />density residential and institutional uses <br />4. The proposed rezoning will not have unreasonable negative impacts on surrounding <br />properties. The large wetland areas at the north end of the site provide an additional <br />buffer between the uses. <br />5. There is adequate infrastructure to support the proposed rezoning and development. <br />
