COUNTY OF WASHINGTON <br />CITY OF HUGO <br />RESOLUTION 2004 — 83 <br />A RESOLUTION IN SUPPORT FOR STREAM REHABILITATION OF <br />JD2/HARDWOOD CREEK/RICE CREEK WATERSHED DISTRICT <br />WHEREAS, The Rice Creek Watershed petitioned itself to repair Judicial Ditch 2 QD2) <br />in order to balance the District's diverse needs in the JD2 system; <br />WHEREAS, The needs of JD2 are given to provide drainage for adjacent property <br />owners, storm water conveyance to the cities of Hugo and Forest Lake, and protection of <br />the resources of the district, in accordance with the goals stated in the Water Resources <br />Plan; <br />WHEREAS, The goals of the JD2 Rehabilitation Project with water quality initiatives <br />provides the district with a fiscally prudent repair design of JD2 that will mitigate <br />flooding, improve the biological condition of Hardwood Creek, and improve water <br />quality downstream in the Rice Creek Chain of Lakes; <br />WHEREAS, The traditional repair alternative provides for a fiscally sound alternative <br />with neutral to good flood mitigation, storm conveyance, good expectations for biologic <br />condition improvements, good expectations for downstream water quality, and lower <br />impacts to wetlands; <br />WHEREAS, Peltier Lake is the direct recipient for waters flowing from Hardwood <br />Creek and Peltier Lake is an impaired waters. The City supports the water quality <br />initiative for protection of downstream water bodies, as defined on Page 7-5 in the <br />approved RCWD Watershed Management Plan; <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hugo <br />hereby supports the implementation of the traditional repair for Hardwood Creek/JD2. <br />Adopted by the Hugo City Council this 15a' day of NovemberJ04. <br />n, Mayor <br />ATTEST: <br />C. <br />Mary AdidCreager, City Clerk <br />I� <br />
