RESOLUTION 2002-48 <br />A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF HUGO, WASHINGTON <br />COUNTY, MINNESOTA, DIRECTING A BALLOT QUESTION ON THE MATTER OF <br />WHETHER TO AUTHORIZE THE ISSUANCE OF ADDITIONAL LIQUOR LICENSES <br />WHEREAS, the City of Hugo is a statutory City which is presently authorized by <br />Minnesota Statutes Section 340A.413 to issue six (6) on -sale liquor licenses; and, <br />WHEREAS, Minnesota Statutes Section 340A.413, Subd. 3 authorizes a City to submit <br />to its citizens the question of whether to issue additional on -sale licenses; and, <br />WHEREAS, the City of Hugo has experienced rapid population growth and a significant <br />expansion of its commercial and industrial facilities in the City; and, <br />WHEREAS, this growth has generated a need and opportunity for the establishment of <br />additional restaurants which would serve the residents of the City and persons who work in the <br />City of Hugo, and would increase tax revenues to the City without the need to further tax <br />existing businesses or residential properties in the City because it would lead to the creation of <br />additional retail service facilities such as restaurants; and, <br />WHEREAS, the City Council deems it desirable to submit to the citizens of the City of <br />Hugo the question of whether to authorize the issuance of additional on -sale liquor licenses <br />beyond the six (6) licenses which are currently issued. <br />NOW, THEREFORE, be it resolved by the City Council of the City of Hugo, <br />Washington County, Minnesota, as follows: <br />1. The City Clerk shall cause to be placed on the ballot for the general election on <br />November 5, 2002, the following question: <br />Shall the City Council be allowed to issue six (6) "on -sale,) <br />licenses for the sale of intoxicating liquor at retail in excess of the number <br />now permitted by law? <br />Yes No <br />2. The election judges shall tabulate the result of the vote and determine whether a <br />majority of voters favor the issuance of additional on -sale licenses as provided above. <br />WHEREUPON, a vote being taken upon the motion, the following members voted in favor. <br />Mike Granger, Chuck Haas, Frank Puleo, and Fran Miron <br />
