CITY OF HUGO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION 2001 - 23 <br />APPROVING FINDINGS OF FACT DENYING A ZONING ORDINANCE TEXT <br />AMENDMENT APPLICATION REGARDING CLUSTER HOUSING SUBMITTED BY <br />SEDONA HOMES <br />WHEREAS, Sedona Homes initiated a zoning ordinance text amendment to modify the <br />provisions of the City's Comprehensive Land Use Regulations regarding cluster housing; and, <br />WHEREAS, the Planning Commission has reviewed said request at a duly called Public <br />Hearing and recommends denial. <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF HUGO, MINNESOTA, that it should and hereby does deny the requested zoning <br />ordinance text amendment regarding cluster housing, as submitted by Sedona Homes, based on <br />the following findings: <br />1. The City adopted a new comprehensive zoning ordinance in 1999. The applicant has not <br />demonstrated that the current ordinance provisions are inappropriate and that the <br />proposed text amendment has merit beyond the interests of the proponent <br />2. The applicant has not demonstrated that the proposed zoning ordinance text amendment <br />is necessary to enjoy a reasonable use of property. The current cluster housing <br />standards and general zoning ordinance provisions allow for the reasonable and viable <br />economic use of property within the City. <br />3. The City Council finds that some changes to the cluster housing provisions may be <br />appropriate, but that additional time is needed to complete an in-depth study of cluster <br />housing as it relates to the City's Comprehensive Plan and other City policies. <br />4. The City Council would like to gather additional information and solicit additional <br />public input prior to considering changes to the City's cluster housing standards. <br />ADOPTED by the City Council on June 18, 2001. <br />
