CITY OF HUGO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION NO. 1995- /5 <br />A RESOLUTION ESTABLISHING A MAINTENANCE STANDARD FOR A DEDICATED <br />CITY STREET. <br />WHEREAS, the City of Hugo has the authority pursuant to <br />Minnesota Statutes §412.221, Subd. 6, to lay out, open, change, <br />widen, extend, grade, pave, repair, control, and maintain City <br />streets; and, <br />WHEREAS, the City Council is also empowered pursuant to <br />Minnesota Statutes §412.221, Subd. 32, to provide for the <br />government and good order of the City; and, <br />WHEREAS, in fulfilling its duties, the City Council must <br />make decisions between competing interests of public purposes. <br />Those decisions must wisely allocate the public funds available to <br />the City Council based upon the Council's determination of needs <br />and priorities; and, <br />WHEREAS, the Council is fully aware that some City <br />streets are utilized less than other City streets. Those streets <br />with lesser usage do not need to be constructed or maintained to as <br />high a level of service as the main thoroughfares; and, <br />WHEREAS, Everton Avenue North (located south of 165th <br />Street) is a public road extending for approximately one-fourth <br />(1/4) of a mile. While this road is a public street, the Council <br />is aware that it is used very sparingly by the public. In fact, it <br />may well be the least utilized public street in the City of Hugo; <br />and, <br />WHEREAS, while it is the City's intent to keep the road <br />passable, it is not the City's intent to expend unnecessary City <br />funds on a City street which is rarely used; and, <br />WHEREAS, the City believes that other options are <br />available to keep the street open, and yet to insure the safety of <br />the public. <br />NOW, THEREFORE, based upon the foregoing, the following <br />Resolution was duly made, seconded and approved: <br />1. That Everton Avenue North (located South of 165th <br />Street) is hereby declared a "low maintenance road." <br />2. That the City Staff is directed to insure that <br />Everton Avenue North (south of 165th Street) remains passable to <br />the vehicles which traditionally travel over it. <br />
