RESOLUTION 94-2 <br />WASHINGTON COUNTY GROWTH MANAGEMENT ACT 1994 <br />WHEREAS, Representative Pam Neary has proposed radical <br />legislation entitled, "The Washington County Growth Management Act of <br />1994", and <br />WHEREAS, the Hugo City Council has reviewed the information <br />currently available regarding the Act, including the handouts provided by <br />Representative Neary, and attendance at community forums hosted by <br />Representative Neary, and <br />WHEREAS, the City of Hugo objects to any legislation that would <br />remove or limit local control of land -use decisions, and <br />WHEREAS, the City of Hugo objects to the direct taxation of the <br />community in order to support redevelopment in St. Paul and other <br />communities, and <br />WHEREAS, the limits placed on the Municipal Utilities Service <br />Area (MUSA) in the Act would freeze local land -use patterns, thereby <br />hindering effective community planning; <br />NOW THEREFORE BE IT RESOLVED by the City Council of the City of Hugo, <br />Washington County, Minnesota that it is strongly opposed to the proposed <br />Washington County Growth Management Act of 1994, as presented. <br />Members voting AYE: Barnes, Brunotte, Leroux, Miron, Stoltzman <br />Members voting NAY: NONE <br />Whereupon said resolution was declared passed and adopted this 22nd day of <br />February, 1994. <br />ATTEST: <br />
