RESOLUTION 1991-11 <br />RESOLUTION ESTABLISHING POLICY FOR USING CITY STREETS <br />TO CONDUCT BLOCK PARTIES <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, WASHINGTON COUNTY, <br />MINNESOTA, AS FOLLOWS: <br />Block parties utilizing "Dead End" or cul-de-sac streets within the City <br />of Hugo may be permitted on a case-by-case basis, subject to Council <br />approval and compliance with the following conditions: <br />1. No alcoholic beverages may be sold without securing the appropriate <br />license and providing required dram shop insurance. <br />2. All activities must take place within an area starting at the end of <br />the street or cul-de-sac and running 300^ or to the nearest <br />intersection, whichever is the lesser of the two. <br />3. All requests for use of City streets shall identify the individual <br />responsible for compliance with this policy. <br />4. All block parties shall be limited to residents in the immediate area. <br />5. No block party shall begin before 12:00 Noon or continue past 10:00PM. <br />6. Requests for block parties shall specify the exact times during which <br />the activity will take place. <br />7. Permit recipients are encouraged to limit of noise generated by the <br />block party to 65 decibels at a distance of 100 yards from the <br />perimeter of the event. <br />8. The roadway to be utilized must be properly barricaded with <br />appropriate markings and warnings, as per the Minnesota Manual on <br />Traffic Control Devices. <br />9. All barricades and signs shall be secured from the City prior to 12:00 <br />Noon on Friday before the event, and shall be returned to the City <br />prior to 12:00 Noon on the Monday following the event. <br />10. No vehicles shall be allowed in or out of the barricaded area during <br />the time of the event, as identified in the application to the City. <br />11. No motorized vehicles are to operate within the barricaded area except <br />for emergency purposes. <br />12. The appropriate barricades and signs shall be put up no sooner than <br />one hour before the event starts, and must be taken down no later than <br />one hour after the event is over. <br />13. The applicant shall be responsible for damaged or stolen barricades or <br />signs, leased to the neighborhood for the event. A damage deposit of <br />$100.00 is required. <br />14. No glass containers shall be allowed in the City street. <br />15. The applicant shall be responsible for clean up on-site within 24 <br />hours of termination of the event. <br />16. A $35.00 fee shall be charged for lease of the barricades and signs <br />required for this event. <br />17. All property owners, whose driveways are included within the <br />barricaded area, must consent to the barricading of the street during <br />the event. <br />Upon roll call the following members voting AYE: Brmnotte, Jesinski, <br />McAllister, Miroxm, Stoltzman <br />Member voting NAY: NONE <br />Whereupon said resolution was passed and adopted this 15th day of July, <br />4 1991. <br />
