RESOLUTION 1990-4 <br />RESOLUTION FOR HEARING ON PROPOSED ASSESSMENT FOR <br />CAPITAL IMPROVEMENT PROJECT PHASE 1 #5-2-88(B) <br />WHEREAS, by resolution passed by the Council on January 2, 1990, the <br />city clerk was directed to prepare a proposed assessment of the cost of <br />improving Oneka Lake Boulevard from 200' east of Geneva Avenue easterly to <br />Harrow Avenue, Harrow Avenue from 157th Street north to 165th Street, <br />800dview Avenue from County Road 8A to the south corporate limits, Falcon <br />Avenue from 124th Street south to 120th Street, 177th Street from State <br />Aid Highway 61 to Greystone Avenue, 130th Street from State Highway 61 <br />east to 800dview Avenue, and Hyde Avenue from 147th Street south <br />approximately .4 miles, and the 146th Street and 147th Street railroad <br />crossings, by the improvement of street surfacing and related <br />improvements; and <br />WHEREAS, The clerk has notified the Council that said proposed <br />assessment has been completed and filed in the her office for public <br />inspection: <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, <br />WASHINGTON COUNTY, MINNESOTA AS FOLLOWS: <br />1. A hearing shall be held on the 7th day of May, 1990, in the Hugo <br />City Hall, at 7:00 PM, to pass upon such proposed assessment, and at <br />such time and place, all persons owning property affected by such <br />improvement will be given an opportunity to be heard with reference to <br />such assessment. <br />2. The city clerk is hereby directed to cause a notice of hearing on the <br />proposed assessment to be published once in the official newspaper at <br />least two weeks prior to the hearing, and she shall state in the <br />notice the total cost of the improvement. She shall also cause mailed <br />notice to be given to the owner of each parcel described in the <br />assessment roll not less than two weeks prior to the hearing. <br />3. The owner of any property so assessed may, at any time prior to <br />certification of the assessment to the county auditor, pay the whole <br />of the assessment on such property, with interest accrued to the date <br />of payment, to the city clerk, except that no interest shall be <br />charged if the entire assessment is paid within 30 days from the <br />adoption of the assessment. He may at any time, thereafter, pay to <br />the city clerk the entire amount of the assessment remaining unpaid, <br />with interest accrued to December 31st of the year in which such <br />payment is made. Such payment must be made before November 15th or <br />interest will be charged through December 31st of the succeeding year. <br />Upon roll call, the following members voted AYE: McAllister, Jesinski, <br />Olson, Vail <br />Voting NAY: NONE <br />Whereupon said resolution was declared passed and adopted this 5th day of <br />February, 1990. <br />IV <br />Znyinson, Mayor <br />/TTEST: <br />
