RESOLUTION 1990-11 <br />RESOLUTION APPOINTING FINANCIAL CONSULTANTS AND <br />AUTHORIZING FINANCING AND PURCHASE OF LAND FOR <br />PUBLIC PURPOSE. <br />WHEREAS, The City is desirous of using the Washington County HRA for <br />the sale of bonds to finance an Installment Purchase Contract; and <br />WHEREAS. The City Council has authorized negotiations for the <br />purchase of a 75 acre tract of land for public park and related <br />facilities; and <br />WHEREAS, The City Council has authorized the City Attorney to proceed <br />with negotiations for the purchase of fee title for the property described <br />as the N 1/2 of the WE 1/4 of Section 28» T31N, R21W, except the Easterly <br />five acres thereof; and <br />WHEREAS, A quick taking of this property is essential to the <br />financing options available to the City; and <br />WHEREAS, The estimated financing cost is determined to be <br />approximately $225,000.00-1 <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUG0, <br />WASHINGTON COUNTY, MINNESOTA AS FOLLOWS: <br />1. The firm of Juram & y1mmdy be appointed as fiscal agents for the City <br />regarding the sale of Installment Purchase Contract bonds. <br />2. The law firm of Briggs and Morgan be appointed as bond counsel. <br />3. The City Council authorizes the condemnation of the property in <br />qmestion» and the taking of said property for public purposes, if a <br />negotiated settlement cannot be reached within 60 days, more or less. <br />4. The City Administrator be and hereby is authorized to proceed with the <br />financing of this land/building purchase, and he shall provide <br />direction to the City Attorney with regard to the negotiated purchase <br />or condemnation of said property. <br />Upon roll call, Council members voting AYE: McAllister, Jesinski, Olson., <br />Vail, Atkinson <br />Voting NAY: NONE <br />Whereupon said resolution was declared <br />April, 1990. <br />ATTEST: <br />pg AW2F <br />NIA K'n <br />000 000 <br />
