RESOLUTION 1989-6 <br />RESOLUTION AUTHORIZING CREATION OF THE FINANCE <br />DIRECTOR POSITION AND FILLING OF SAID POSITION <br />WHEREAS, The City Council acknowledges the need to improve it's <br />accounting and financial control system to deal with growth and required <br />changes in the City finance department, and <br />WHEREAS.. The City's auditors, in their 1988 audit report, cite the <br />need for providing financial assistance to the clerical staff upgrading of <br />the city's accounting system, and <br />WHEREAS, The Council's priorities for 1989-90 cite the need to <br />upgrade the staff in the area of financial management; <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, <br />WASHINGTON COUNTY, MINNESOTA AS FOLLOWS: <br />1. The position of finance director be in and hereby is created and the <br />job description for said position is approved and maintained on file <br />in the office of the city clerk. <br />2. Mr. Ronald Otkin be employed as finance director for the City of Hugo <br />effective April 3, 1989 subject to the following conditions of <br />employment: <br />A. Employee shall be classified as a regular part-time employee, and <br />shall be eligible for employee benefits. <br />B. Employee shall be permitted to work a flexible schedule involving <br />evenings, weekends, and a normal work week as approved by the city <br />administrator. <br />C. Employee shall be paid at the rate of $10.00 per hour for the <br />employment period from April 3, 1989 to December 31, 1989. <br />D. Employee to be paid at a rate of $11.00 per hour for the period <br />beginning January 1. 1990 through December 31, 1990. <br />E. This employment arrangement shall be subject to extension through <br />1991 if agreed upon by the employee and the employer. <br />F. Employee shall be provided health insurance, as offered through <br />the city's group health plan, subject to employee payment of 10% of <br />the premium cost. <br />G. Employee shall be provided sick leave to be accrued at the rate of <br />eight (8) hours for every 173 hours worked. <br />H. Employee shall be provided up to $300.00 annually for tuition <br />reimbursement for job-related courses taken during employment with the <br />city as per the city's personnel policy, Subd. 25E. <br />I. This employment arrangement shall be subject to the satisfactory <br />performance of the employee within the scope of the city's personnel <br />policy, and may be terminated prior to the designated December 31, <br />1990 date for just cause as per Subd. 23 of the city's personnel <br />policy. <br />
