Minnesota <br />Department of Transportation <br />District 9 <br />3485 Hadley Avenue North <br />Oakdale, Minnesota 55109 <br />Telephone 779-1121 <br />July 14, 1987 <br />Ms. Mary Ann Creager <br />Hugo City Clerk <br />5524 Upper 146th Street North <br />Hugo, Minnesota 55038 <br />Dear Ms. Creager: <br />SUBJECT: Speed Zoning <br />City of Hugo <br />Irish Avenue <br />We have completed an engineering and traffic investigation on Irish <br />Avenue as requested in a letter dated May 19, 1987 and a resolution <br />dated May 18, 1987. Following is further explanation of the matters <br />discussed with you in a telephone conversation on July 10, 1987. <br />Due to the unstable nature of the gravel surface and the rural <br />characteristics of Irish Avenue, we would be unable to recommend to <br />the Commissioner of Transportation to authorize the posting of a numerical <br />speed limit. It is our opinion that a speed zone other than statutory <br />cannot be justified. <br />Speed on Irish Avenue may then be governed by the basic rule as stated <br />under the Minnesota Statues 169.14 which reads in part as follows: <br />"No persons shall drive a vehicle on a highway at a speed greater <br />than is reasonable and prudent under the conditions and having regard <br />to the actual and potential hazards then existing:" <br />It is felt that the use and installation of appropriate warning signs <br />would be much more effective in warning and informing motorists of the <br />existing conditions. We feel that conditions may warrant the installation <br />of "Turn" signs (W1-1) and "Advisory Speed Plate" signs (W13-1) in advance <br />of the turn in the road at 130th Street. We feel that an advised speed <br />of 20 miles per hour would be appropriate. These signs will warn <br />motorists of the coming topographical changes and will enable them to <br />make a reduction in speed. <br />We hope these suggestions will help and, if you have any further <br />questions, feel free to contact us. <br />Sincerely, <br />1 i • <br />r / <br />Mich el L.
