f <br />Ir <br />RESOLUTION 1985-21 <br />A RESOLUTION ADDRESSING A PROPOSED REZONING OF PROPERTY <br />IN WHITE BEAR TOWNSHIP LYING AT THE SOUTHEAST CORNER <br />OF HIGHWAY 61 AND 120TH STREET ((-XXWY ROAD J). <br />TO THE TOWN BOARD OF SUPERVISORS, WHITE BEAR TOWNSHIP, MINNESOTA: <br />BE IT RESOLVED, By the City Council of the City of Hugo, Minnesota, the <br />following: <br />WHEREAS, It is not our intention to try and influence the decisions of any <br />Governing Body outside our jurisdiction, we as the City Council of Hugo, <br />Minnesota, have felt it desirable to make you aware of our positions regarding <br />Ramsey County Road J/120th Street North, in the pending "Leibel Addition" <br />rezoning now before the White Bear Township Board of Supervisors, and <br />WHEREAS, There are very few Hugo residents living along Ramsey County <br />Road J/120th Street North, and the road is in terrible condition, and <br />WHEREAS, We have outlined in letters to and from White Bear Township, <br />the City of Hugo feels it would not be interested in participating in any <br />large-scale renovation of the road or are we prepared to spend any large <br />amount of General Funds to repair a road that would benefit a relatively <br />small number of Hugo residents, now would we be willing to consider any <br />proposal resulting in assessment of such a few hems on or close to that <br />road. The assessments would be just too large, and <br />WHEREAS, Because of the foregoing, Hugo intends to enforce its 5 ton <br />per axle weight road limit on 120th Street. Hugo has also been considering <br />the designation of 120th Street as a "minimum maintenance roadway" as defined <br />by Minnesota State Statute 160.095 with gravel surface rather than con- <br />stantly spending money on asphalt patchwork, and <br />WHEREAS, Because of the foregoing, the City of Hugo is opposed to the <br />rezoning of the Leibel Addition as I-1 property. We do not oppose light <br />manufacturing, offices, or research laboratories as a principal use of that <br />property. However, if you rezone to that classification, you are also <br />opening up the possibility of warehousing and truck terminals as a principal <br />use that we feel would be too heavy for 120th Street/Ramsey County Road J, <br />considering the present condition of the road, and <br />WHEREAS, We are concerned that in Hugo the adjacent properties are all <br />agriculture or residential zones that would suddenly be situated immediately <br />adjacent to an industrial zone even though in a different township, and <br />WHEREAS, In summary, we would like these concerns entered into the record. <br />We in Hugo are not opposed to development nor are we in any way attempting <br />to infringe upon White Bear Township's own autonomy in these matters. <br />However, we did want to express our concern over the condition of a county <br />road and Hugo city street that form our cocrmon border.
