RESOLUTION 1984-1 <br />CITY OF HUGO <br />COUNTY OF WASHINGTON <br />STATE OF MINNESOTA <br />A RESOLUTION SUPPORTING THE LOCATION OF A RACING FACILITY IN <br />THE CITY OF BLAINE. <br />WHEREAS, a State Constitutional Amendment allowing parimutuel betting was <br />approved by the Minnesota voters on November 2, 1982, and the Minnesota Racing <br />Commission has been created by the Minnesota Legislature to implement parimurtuel <br />horseracing in Minnesota, and <br />WHEREAS, the location of a racing facility would have a substantial, positive <br />impact on the economic condition of an area, and <br />WHEREAS, a racing facility would create approximately 1,000 additional em- <br />ployment positions, and <br />WHEREAS, the City of Blaine has stated an interest in the location of the <br />Metro Racetrack in the City of Blaine which interest has been pursued by the <br />North Star Race Track Association, City of Blaine, and Anoka County, and <br />WHEREAS, there is within the City of Blaine sufficient lands next to I -35W <br />and within 20 minutes of the central Twin Cities which lands are proposed for the <br />Northstar Racetrack facility, and <br />WHEREAS, the location of a racing facility in Blaine, Anoka County, Minnesota, <br />would at last place a major State-wide recreational facility in the northern <br />metropolitan communities, and thus make more real, economic balance within the <br />metropolitan community, and <br />WHEREAS, Metropolitan Systems would not require substantial expenditures of <br />taxpayers' dollars if the racing facility were located in the City of Blaine. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hugo <br />supports the locating of the Metropolitan Racetrack in the City of Blaine. <br />BE IT FURTHER RESOLVED that copies of this Resolution be forwarded to the <br />Minnesota Racing Commission and City of Blaine. <br />ADOPTED AND PASSED BY THE CITY COUNCIL OF THE HUGO THIS 6th DAY OF February , 1984. <br />J.
