WHEREAS, the city is gravely concerned about the <br />potential for pallution of the surface and subterranean water <br />systems which are vital to the City of St. Paul and to the <br />local residents for whom there are no alternatives to <br />individual wells accessing the local water supply; and <br />WHEREAS, the safety of the residents of the city <br />would be greatly compromised by the increased traffic. on the <br />only available access routes, most of which lie within the <br />most congested areas of the city; and the maintenance of the <br />city's streets would be rendered increasingly difficult by the <br />inordinate length of such access routes; and <br />WHEREAS, the experience of metropolitan agencies in <br />attempting to operate truly sanitary landfills has been atrocious <br />and the location of the site within the city is such that even <br />minimal esthetics cannot be established; <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />That the City of Hugo is opposed to the establishment of a <br />sanitary landfill in the location proposed; <br />BE IT FURTHER RESOLVED: that Washington County and <br />Metropolitan Government Agencies be encouraged to seek, with the <br />greatest urgency and highest priority, alternatives to the use of <br />landfills for solid waste disposal, and implement the best <br />alternative in a most expedient manner; <br />BE IT FURTHER RESOLVED: that the county be encouraged to <br />seek an alternative site for a landfill, if the use of such <br />facility is unavoidable, in order that the health, safety, welfare, <br />and quality of life for all of its citizens can be protected and <br />enhanced; <br />
