r <br />RESOLUTION 1981-8 <br />A RESOLUTION REGARDING THE PROPOSED SEWAGE SLUDGE OR <br />SLUDGE ASH LANDFILLS IN THE CITY OF HUGO. <br />The City Council of the City of Hugo determines that: <br />WHEREAS, the City of Hugo, being fully aware of the necessity for <br />disposal of the sludge or sludge ash waste generated by an urban population, <br />and being deeply concerned for the health, safety, and welfare of its <br />citizens, and the residents of the entire Metropolitan area, has reviewed <br />the proposed Site #5 a sludge or sludge ash landfill to be located within <br />the City (Sections 14, 15, 22, 23, 24, 25 and 27) and operated for the <br />benefit of the Metropolitan area; and <br />WHEREAS, the rural character of the City, so carefully fostered and <br />protected by the City government, which is a significant asset to the qua- <br />lity of life in the entire Metropolitan area, would be severely diminished <br />by the creation and operation of the landfill in an area so unsuitable; and <br />WHEREAS, the creation of the landfill at the site contemplated would <br />displace a major portion of the existing agricultural enterprise within <br />the City, by preempting the use of prime agricultural land within and ad- <br />jacent to the proposed site and by destroying the opportunities now being <br />pursued by several of the few remaining young farmers, and would severely <br />burden the agricultural community with destructive tax rates, due both <br />to the loss of tax base and the attendant demand for additional services; and <br />WHEREAS, the search area encompasses major gravel deposits in the <br />City which would no longer be available and would constitute a severe financial <br />loss to the City and its residents; and <br />WHEREAS, THE City is gravely concerned about the potential for <br />pollution of the surface and subterranean water systems which are vital to <br />the City of St. Paul and to the local residents for whom there are no <br />alternatives to individual wells accessing the local water supply; and <br />WHEREAS, the safety of the residents of the City would be greatly <br />compromised by the increased traffic on the only available access routes, <br />most of which lie within the most congested areas of the City; and the <br />maintenance of the City's streets would be rendered increasingly difficult <br />by the inordinate length of such access routes; and <br />WHEREAS, the experience of Metropolitan agencies in attempting to <br />operate landfills has been atrocious, and the location of the site within <br />the City is such that even minimal aesthetics cannot be established. <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />That the City of Hugo is opposed to the establishment of a sludge or sludge <br />ash landfill in the location proposed; <br />BE IT FURTHER RESOLVED: That the Metropolitan Government Agencies <br />and Minnesota Pollution Control Agency be encouraged to seek, with the <br />greatest urgency and highest priority, alternatives to the use of sludge <br />or sludge ash landfills for waste disposal, and implement the best alter- <br />native in a most expedient manner; <br />
