PETITION TO: THE BOARD OF MANAGERS OF THE RICE CREEK WATERSHED DISTRICT: The City of Hugo hereby Petitions the Rice Creek Watershed District to institute an improvement project in accordance with the provisions of Chapter 112 of Minnesota Statutes, said im- provement project - 1. to include the establishment and construction of level control structures for Horseshoe Lake, the improvement and/or reconstruction of the existing ditches and structures leading from Horseshoe Lake northerly to 177th Street North, easterly along the southerly line of 177th Street North, thence northerly under 177th Street North, and thence northerly and westerly to the outlet in Hardwood Creek in Forest Lake Township, all as diagrammatically shown on Exhibit A, attached hereto and incorp- orated herein by reference, for the purpose of alleviating and controlling flooding in continguous areas and minimizing damage to property due to extreme fluctation in water levels; 2. to be situated in Sections 3 and 4, Township 31 North, Range 21 West, City of Hugo, and in Sections 33 and 34, Township 32 North, Range 21 West, Forest Lake Township, all in the County of Washington and State of Minnesota, and such other lands as may be determined to contribute to the flooding problem or other- wise be benefited by the improvements contemplated; 3. to be situated in the portion of the Rice Creek Water- shed District affected by the improvement, to be essentially as described above, or such other areas as determined to be benefited by the improvements contemplated;
