PETITION <br />TO: THE BOARD OF MANAGERS OF THE RICE CREEK WATERSHED DISTRICT: <br />The City of Hugo hereby Petitions the Rice Creek Watershed <br />District to institute an improvement project in accordance with <br />the provisions of Chapter 112 of Minnesota Statutes, said im- <br />provement project - <br />1. to include the establishment and construction of level <br />control structures for Horseshoe Lake, the improvement and/or <br />reconstruction of the existing ditches and structures leading <br />from Horseshoe Lake northerly to 177th Street North, easterly <br />along the southerly line of 177th Street North, thence northerly <br />under 177th Street North, and thence northerly and westerly to <br />the outlet in Hardwood Creek in Forest Lake Township, all as <br />diagrammatically shown on Exhibit A, attached hereto and incorp- <br />orated herein by reference, for the purpose of alleviating and <br />controlling flooding in continguous areas and minimizing damage <br />to property due to extreme fluctation in water levels; <br />2. to be situated in Sections 3 and 4, Township 31 North, <br />Range 21 West, City of Hugo, and in Sections 33 and 34, Township <br />32 North, Range 21 West, Forest Lake Township, all in the County <br />of Washington and State of Minnesota, and such other lands as <br />may be determined to contribute to the flooding problem or other- <br />wise be benefited by the improvements contemplated; <br />3. to be situated in the portion of the Rice Creek Water- <br />shed District affected by the improvement, to be essentially as <br />described above, or such other areas as determined to be benefited <br />by the improvements contemplated; <br />
