PART II.
SURVEY AND ANALYSIS
General background information contributes to the thorough
knowledge and understanding of the Community which is important
in any attempt to plan for the future. An inventory and analysis
of the past, existing, and potential future development trends
is essential to the formulation of reasonable and logical
community plans. The start of sound planning is a good knowledge
of existing conditions and the forces which are affecting change
and development in the Community.
The scope of this planning report is limited to subject matter
and detail necessary for the development of a general, long-
range comprehensive pian for the Village. An attempt has been
made to include material and detail sufficient to help answer
the question, "What kind of community do we want? Every
effort has been made to exclude that which would be of only
limited value in helping to answer this question and developing
a plan based upon the answer.
Each person in Hugo has an investment in the future. This
investment includes homes, property, and time and effort towards
providing suitable living conditions. The current planning
program is designed to help protect this investment and to guide
future development along lines that will help assure a sound
living environment.
A. HISTORICAL BACKGROUND
Hugo has a long history, going back to 1847 when the former,
Oneka Township was surveyed. Oneka Township was not
officially organized until 1870. The first township
officials were:
Jeremiah Crysler
O.L. Kinyon
B.F. Judkins
George Walker
George Kannady
- Chairman
- Supervisor
- Sypervisor
- Clerk & Treasurer
- Assessor
The first true settlement developed around the Centerville
railroad station in Section 20 and was incorporated as the
Village of Hugo in 1906. The population had grown from a
small nucleus in 1906 to over 750 when it merged with
Oneka Township in 1971. (The old township correspondingly
grew to a population of over 1900 persons at the time of
the merger.)
3
