MINUTES FOR THE JOINT CITY COUNCIL MEETING OF FEBRUARY 1. 2007 <br />Mayor Fran Miron called the joint Council/Planning Commission meeting to order at 7:00 pm. <br />COUNCIL PRESENT: Haas, Petryk, Puleo, Miron <br />CITY STAFF PRESENT: City Administrator Mike Ericson and CD Director Bryan Bear <br />ABSENT: Mike Granger <br />PLANNING COMMISSIONERS PRESENT: TomWeidt, Bob Rosenquist, Dave Schumann, <br />Bronwen Kleissler, and Ron McRoberts (arrived at 7:35 pm) <br />PC ABSENT: Kelly Bailly <br />BACKGROUND ON RURAL PRESERVATION PROGRAM ORDINANCE <br />CD Director Bryan Bear provided Council and Commission members with a PowerPoint presentation, <br />which reviewed the materials presented at the last joint meeting on June 26, 2006. He focused on the <br />six points of discussion at that meeting: 1) maximum allowable density; 2) density bonuses; 3) well <br />and septic; 4) buildable acres; 5) conservation easements; and 6) ordinance title. <br />UPDATE ON CURRENT STATUS OF ORDINANCE AND METROPOLITAN COUNCIL <br />ACTIVITIES <br />CD Director Bryan Bear recognized Met Council representative Georgie Hilker, who was in <br />attendance to observe and take notes on the discussion. Georgie is chairing a committee for the Met <br />Council, which will regulate future development in rural areas of the Twin Cities. Bryan reported <br />that there are 12,760 acres in the City outside the urban reserve. Based on a one -in -ten acres' <br />density, there is a potential of 613 additional households from the current 663. Bryan discussed the <br />current proposed ordinance and after discussion on the transfer of development rights, and a focus on <br />the Northern Gateway, Mayor Miron agreed to take public comment on the topic. <br />Katie Drewry — yes to TDR(s) <br />Mike Fleischaker — supports one on 10 acres <br />Jim Laumer — City is encouraging development <br />Victoria Hoffbeck — ordinance needs to be abolished and City should look at Afton because she is <br />very impressed by them. <br />Nick Freschitti — in favor of ordinance because it balances both sides <br />John Waller — ordinance just fine <br />DIRECTION TO STAFF <br />The options available to the City are to wait until the Met Council completes its work or move <br />forward with revisions to the ordinance separately or in parallel. Mayor Miron sated that the <br />ordinance has to work for community. A decision needs to be made on the scope of the revisions. <br />Council directed staff to prepare a scope for review by the Planning Commission with a maximum <br />density of 12 lots/40 acres. <br />ADJOURNMENT <br />Haas made motion, Petryk seconded, to adjourn at 9:40 pm. <br />All aye.
