MINUTES FOR THE HUGO CITY COUNCIL MEETING OF OCTOBER 16, 2007 REGARDING <br />SOUTH ETHAN AVENUE NEIGHBORHOOD PROJECT <br />Mayor Fran Miron called the meeting to order at 7:00 pm. <br />PRESENT: Granger, Petryk, Miron <br />City Administrator Mike Ericson, City Engineer Jay Kennedy, PW Director Chris Petree, and Senior <br />Engineering Technician Scott Anderson <br />ABSENT: Chuck Haas and Frank Puleo <br />List of attendees is attached. <br />PRESENTATION OF PROPOSED ETHAN AVENUE STREET PROJECT <br />Mayor Fran Miron addressed the residents from the South Ethan Avenue neighborhood by stating that the <br />Council was present to listen to them. He stated that Council does not, and will not, order a project that <br />the neighbors do not support. City Engineer Jay Kennedy reviewed with Council and residents the <br />PowerPoint slideshow of the proposed project first presented to the neighbors on June 26, 2007. Jay <br />reported that Council directed staff to send letters to the residents and inquire if they would submit <br />petitions for the project. At its September 4, 2007, Council considered the petitions submitted by the <br />neighbors, which were not signed by all the residents. Council directed staff to schedule another <br />neighborhood meeting with residents to discuss their issues and concerns about the proposed P.I. project. <br />NEIGHBORHOOD RESIDENTS COMMENTS AND QUESTIONS <br />Mayor Fran Miron stated that this was a workshop for residents to provide informal feedback to Council. <br />Ten residents addressed Council with a number of concerns, including: being assessed for two sides of <br />the road when one is unbuildable; different method of directional drilling; do not change one acre lots <br />designation; trail; speed; already got new road paid for by Ramsey County; sanitary sewer main; and <br />concern to "do it right or don't do it". After continued discussion by Council, Mayor agreed it was <br />necessary to get Council discussion on the City's street assessment policy, since it needs to be equitable <br />and fair to residents. The discussion on the policy will take place at the October 23, 2007 budget <br />workshop. <br />COUNCIL DISCUSSION AND DIRECTION TO CITY STAFF <br />Council directed staff to schedule the next neighborhood meeting in February 2008 or sooner, if <br />information related to the 2008 Hugo Elementary Road Project can be helpful to the project. Staff will <br />work on two property specific issues raised by residents. <br />ADJOURNMENT <br />Granger made motion, Petryk seconded, to adjourn at 9:23 pm. <br />All aye.
