MINUTES FOR THE CITY COUNCIL LISTENING SESSION MEETING OF MAY 8, 2006 <br />Mayor Fran Miron called the meeting to order at 7:00 pm. <br />PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator Mike Ericson and CD Director Bryan Bear <br />PLANNING COMMISSION PRESENT: HoBbeck, Schumann, Kleissler, and Rosenquist <br />This special meeting was called to allow residents an opportunity to address the Council on the City's <br />Rural and Open Space Preservation Ordinance. CD Director Bryan Bear provided Council and <br />audience with a PowerPoint slide show reviewing the history of the Rural & Open Space Preservation <br />Task Force and its meetings over 2 %2 years. The goal of the Task Force was to preserve open space <br />and a number of methods were discussed, including the transfer of development rights. Members of <br />the Task Force determined that the former Cluster Housing Ordinance was the tool to achieve the goal. <br />They also determined that 10 -acre parcels at 330' x 1320' were not a good way to preserve open <br />space. <br />A large number of residents gathered in the Council chambers, with the following expressing their <br />dissatisfaction with the ordinance: Jan and Dale Goode and their letters, which are a part of the public <br />record; Bob and Diane Coderre; Tom Tschida; Brian Schmidt; Doug Kruse; Dick Charest; Kate <br />Drewry; Sherry Collins; Jim and Carol Laumer; Steve Sadowski; Sue Bragg; and Janie Strub. <br />In favor of ordinance: Dave Wlaschin; Ron and Cathy Scobie; Steve Wlaschin; Ed Greeman; and <br />Dorothy Furlong. A signed petition was also received by the Mayor after the meeting, and it contained <br />signatures of 16 residents in support of the new ordinance. <br />Neutral: Tom Crever <br />Residents opposed to the ordinance cited the following reasons: clustering houses does not preserve <br />rural character; loss of wildlife; storm water impacts to Sunset Lake; Rural Preservation Program does <br />not preserve rural areas; Comprehensive Plan says cluster developments permit housing on 2 '/2 acre <br />lots; density bonuses too easy to obtain; base density too high; %2 acre lot size too small; and concern <br />how to permanently preserve open space. <br />Residents in favor of the ordinance cited the following: preserves open space forever; old ordinance <br />wasn't being used to preserve open space; and we need to do something to preserve open space and <br />the new ordinance does something. <br />ADJOURNMENT <br />Haas made motion, Petryk seconded, to adjourn at 10:00 pm. <br />All aye.
