MINUTES FOR THE COUNCIL BUDGET WORKSHOP OF OCTOBER 3, 2006 <br />Acting Mayor Becky Petryk called the budget workshop to order at 8:41 am. <br />PRESENT: Granger, Haas, Petryk, Puleo, (Miron arrived at 8:42 am) <br />City Administrator Mike Ericson, CD Director Bryan Bear, Finance Director Ron Otkin, PW <br />Director Chris Petree, and Fire Chief Jim Compton <br />PRESENTATION OF PROPOSED 2007 CITY BUDGET <br />Finance Director Ron Otkin presented the proposed 2007 City budget using a PowerPoint <br />slideshow, which highlighted a continued flat tax rate. Ron's thorough presentation reflected <br />modifications made to the proposed budget from meetings with individual Council members <br />after the levy was certified by the City Council on September 5, 2006. Council member Mike <br />Granger stated that he was pleased with Ron's good presentation. <br />COUNCIL DISCUSSION <br />Mayor Fran Miron and Council members asked a number of questions, which were answered <br />by Ron and City staff. Areas addressed, included the apprentice maintenance worker position <br />in the public works department, temporary associate planner position in community <br />development department, and additional police protection services. There were a number of <br />specific line items in the budget, which were questioned by the Council. <br />COUNCIL DIRECTION TO STAFF <br />After a lengthy discussion, Council agreed to direct staff to reduce the current tax rate of <br />35.826% by approximately 1 %. Council is very comfortable with the budget, and directed Ron <br />to reduce the budget by approximately $50,000. Ron stated that he will work on the suggested <br />budget. <br />COUNCIL RECOMMENDATION FOR 12/04/06 TRUTH -IN -TAXATION PUBLIC <br />HEARING <br />Mayor Miron stated that with school district operating levy referendums and the Washington <br />County Open Space Referendum, there are priorities for taxpayers to consider. It would be <br />important for the City to reduce the tax rate to ease the impact on taxpayers. Council agreed to <br />have Ron make the necessary changes and cancel the following budget workshop schedule for <br />October 16, 2006 at 6:00 pm. <br />ADJOURNMENT <br />Haas made motion, Petryk seconded, to adjourn at 11:00 am. <br />All aye.
