MINUTES FOR THE JOINT COUNCIL/PLANNING COMMISSION MEETING OF <br />JANUARY 27, 2005 <br />The meeting was called to order by Acting Mayor Becky Petryk and PC Chair Dave Schumann at <br />6:30 pm. <br />PRESENT (Council): Haas, Petryk, Puleo (Mayor Miron arrived at 6:50 pm.) <br />City Administrator Mike Ericson and CD Director Bryan Bear <br />ABSENT: Mike Granger <br />PRESENT (Planning Commission): Rosenquist, Kleissler, McRoberts, Bailly, Hoftbeck, and <br />Schumann <br />ABSENT: Malaski <br />PRESENT (Rural & Open Space Committee: Dave Strub; Roger Clarke; and Larry Ehret <br />OTHERS: Greg Burmeister <br />RECOMMENDATION FROM RURAL & OPEN SPACE COMMITTEE <br />CD Director Bryan Bear provided a red -lined draft of the proposed ordinance, which was revised at <br />the last joint meeting on November 18, 2004. He also provided land use concept plans for dividing <br />10 -acre parcels. Lastly, he provided a brief Power Point presentation highlighting the four final <br />points of discussion: 1) provide comments on draft ordinance; 2) provide direction on density; 3) <br />provide direction on minimum parcel size; and 4) direct staff to file an application and publish a <br />draft ordinance for consideration by the Planning Commission at a public hearing. <br />DISCUSSION BY COUNCIL AND PLANNING COMMISSION <br />There were several questions and issues of concern raised by Council members and Commissioners, <br />and Bryan answered them. The issue of the City's street improvement policy, as it would apply to <br />the residential development, needs to be reviewed by the City Attorney and City Engineer. Bryan's <br />question for the Council and Commissioners was, "Does the draft ordinance meet the goals of the <br />City to preserve open space?" <br />DIRECTION TO STAFF <br />Staff was directed to prepare the final draft ordinance for the standard Planning Commission public <br />hearing process. Citizens will then have an opportunity to offer comment on the proposed ordinance <br />developed by the Rural & Open Space Preservation Committee over the past two years. The City <br />Council will receive a recommendation from the Planning Commission at a regularly scheduled <br />meeting. <br />ADJOURNMENT <br />Haas made motion, Puleo seconded, to adjourn at 7:36 pm. <br />All aye.
