City Council meeting of July 18, 2005 <br />Page 3 <br />management skills culminated in the completion of the city's new 19,200 square foot public works <br />facility in January 2005. With the grand opening scheduled for August 4, 2005, the City is very proud of <br />the dedication and leadership exhibited by Chris for the past six years. To organize, equip, and construct <br />a brand new public works department in a time -span of three years has been an incredible <br />accomplishment. Chris' hard work, attentive eye to detail, and thoroughness in completion of all duties <br />makes him an excellent public works director. Adoption of the Consent Agenda approved the annual <br />performance review for Public Works Director Chris Petree. <br />APPROVE LGU PERMIT FOR THE CSAH 8/14 RECONSTRUCTION PROJECT <br />A Wetland Replacement Plan was submitted by Washington County on May 9, 2005, as required by the <br />Wetland Conservation Act (WCA). The City is the Local Government Unit (LGU) for the WCA and <br />thus makes determinations on wetland applications. The application includes wetland mitigation plan <br />for the off-site replacement of the 2.42 acres of wetland impact associated with the CSAH 8/14 <br />reconstruction project. Adoption of the Consent Agenda approved the above-mentioned wetland <br />mitigation plan application, as described within. <br />APPROVE LGU PERMIT FOR ONEKA PARKWAY PROJECT <br />Staff recommended that Council approve the Wetland Mitigation and Water Resource Management <br />LGU permit for the Oneka Parkway project, as defined in Council packet. The application includes <br />wetland mitigation plan for 0.8 acres of impact associated with the proposed Oneka Parkway project and <br />compliance with City storm water management, construction site erosion control, and floodplain <br />mitigation requirements. Adoption of the Consent Agenda approved the Wetland Mitigation and Water <br />Resource Management LGU permit for the Oneka Parkway project. <br />APPROVE HIRING OF DAVID GREEDER AS THE PUBLIC WORKS MECHANIC <br />On April 8, 2005, Council authorized staff to advertise for the hiring of a mechanic in the public works <br />department. After receiving twenty-seven applications for the position, City staff interviewed ten of the <br />applicants, of which four were selected for second interviews. The interview team included Public <br />Works Director Chris Petree, Public Works Lead Worker Tom Smith, and City Administrator Mike <br />Ericson. Staff is pleased to recommend the selection of David Greeder, a Hugo resident, to fill the <br />position. Adoption of the Consent Agenda appointed David Greeder as the City's new Public Works <br />Mechanic at a starting rate of $18.26 per hour, with the standard pre-employment physical and six month <br />probationary period. <br />APPROVE SCREENING PLAN FOR SCHWIETERS PROPERTIES <br />On May 16, 2005, Council approved a site plan for Schwieters Properties for a 45,000 square foot <br />building and related site improvements on property located in the Bald Eagle Industrial Park. The <br />applicant was required to present a plan detailing screening of all exterior storage areas. The Planning <br />Commission reviewed the screening plan at its meeting on June 23, 2005, and unanimously <br />recommended approval of the plan. Adoption of the Consent Agenda approved the screening plan for <br />Schwieters Properties located in the Bald Eagle Industrial Park. <br />
