MINUTES FOR THE CITY COUNCIL MEETING OF AUGUST 31, 2005 TO <br />CONDUCT A MID -YEAR BUDGET REVIEW <br />Mayor Fran Miron called the meeting to order at 9:00 am. <br />PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator Mike Ericson, CD Director Bryan Bear, Finance Director Ron Otkin, PW <br />Director Chris Petree, and Assistant Fire Chief Jadon 011ila <br />PRESENTATION OF PROPOSED CITY BUDGET <br />Finance Director Ron Otkin provided Council a PowerPoint presentation of the proposed 2006 <br />City budget. This was his 17'h consecutive preparation of the City budget. Ron explained both the <br />revenue and expenditure projections. Proposed new hires in 2006 are the new building inspector <br />position and building department secretary. The proposed maximum tax levy for 2006 is <br />recommended to be set at $3,771,811 with the same urban and rural tax rate as in 2005. The <br />Council needs to set the levy and certify it to Washington County by September 15, 2005. As <br />directed by Council, the finance department also prepared an analysis and market study of the City <br />of Hugo and comparable cities' wages and salaries. Council asked questions about the proposed <br />2006 City budget, which were answered by staff. Council directed staff to present the proposed <br />2006 City tax levy at the September 6, 2005 Council meeting with no changes. After discussion <br />regarding the employees' salary matrix, step increase, and cost of living adjustment, Council <br />agreed to discuss these issues at upcoming budget workshop sessions. <br />ADJOURNMENT <br />Haas made motion, Petryk seconded, to adjourn at 11:00 am. <br />All aye.
